Senior Project Manager - Digital Services

On behalf of our client, Procom Consultants Group is actively seeking a Senior Project Manager - Digital Services.


Senior Project Manager - Digital Services Job Details

The role will work closely with PHSA and leadership, clinical and operational partners, regional health authorities, vendors, and Ministry of Health stakeholders to plan and manage timelines, risks, and decision points across the lab services landscape. The Project Manager will also support executive?level reporting and issue escalation, ensuring alignment with various overall program strategies and related initiatives, and enabling informed decision?making as the organization progresses toward a modernized, sustainable future state for digital health services.
Scope of Work
  • Confirm and maintain plan (schedule, dependencies, milestones, and critical path) for the assigned digital health program strategy.
  • Establish and run project governance (status reporting, RAID log, decision tracking, change control, and escalation paths).
  • Coordinate with business, clinical, and technical stakeholders across BC Health Organizations to validate scope, readiness, and cutover activities.
  • Manage risks and continuity planning to ensure no unintended disruption to downstream systems, reporting, or patient/clinical workflows.
  • Support procurement/vendor management activities as required (RFP and SOW coordination, deliverable acceptance, and invoice validation).
  • Develop and execute stakeholder communications, including change impacts, timelines, and readiness requirements.
Key Deliverables
  • Project charter and integrated project plan (including workstreams, resourcing, milestones, and dependencies).
  • Governance cadence, meeting materials, and weekly/bi-weekly executive status reports.
  • Contributed to the comprehensive RAID log and change control register.
  • Develop and maintain runbook/cutover plans (including validation, rollback/contingency approaches).
  • Data disposition and retention plan aligned with applicable policies (including records management, privacy, and security requirements).
  • Operational transition/handover package and closure report (lessons learned, final budget/schedule variance, and sign-offs).

Senior Project Manager - Digital Services Mandatory Skills

  • BC Health sector experience: Demonstrated familiarity and experience delivering initiatives within the British Columbia health sector (e.g., PHSA, regional Health Authorities, Ministry of Health, Shared Services), including working within multi-stakeholder governance and inter-organizational delivery models.
  • Project leadership: Minimum 10+ years’ experience leading large-scale, complex projects/programs, including senior stakeholder reporting and executive-level governance.
  • Decommissioning / transition experience: Proven experience planning and executing application/system decommissioning, service transitions, or major technology retirements, including dependency management and service continuity planning.
  • Digital health / IM/IT: Experience working with enterprise IM/IT environments, integrations/interfaces, data migration/archiving, identity and access management, and operational readiness.
  • Privacy, security, and records: Working knowledge of healthcare privacy and information security requirements and practices (including secure data handling, access controls, and records retention/disposition planning).
  • Change and communications: Demonstrated ability to plan and execute communications and change activities to support stakeholder readiness and adoption of new processes/services.
  • Education/credentials: Relevant post-secondary degree/diploma and project management certification (e.g., PMP) or equivalent combination of education and experience.
  • Core competencies: Excellent facilitation, negotiation, documentation, and issue-resolution skills; strong ability to work independently, manage competing priorities, and deliver to tight timelines.
