Position: Substance Use Services Clinical Counsellor, 0.80 FTE Contract, Part-Time. Contract available until April 30, 2027 – Community Action Initiative (CAI) Funding
Location: North Delta and South Delta Offices; Outreach as needed
Title/Grid Level: Clinical Counsellor, 16P/Step 1
Wage/Salary: $47.26/hour
Shifts Schedule/Hours per Week: 28 Hours, Monday to Friday with possible evening and weekends; Schedule will be discussed with Clinical Supervisor

Job Summary:
Deltassist is a mission-driven, community-based, non-profit society and the incumbent in this position must be able to commit to the Mission and Values of the Society, and work within a child/family centred, strength-based, service model.
The Substance Use Services (SUS) Counsellor will be working as part of a team and employing a harm reduction framework as well as a biopsychosocial and spiritual approach while collaborating with other service providers as necessary for client benefit. The SUS Counsellor is responsible for serving clients who have been assigned to them and, in partnership with the client conducts a comprehensive strengths/needs focused assessment; and, develops and implements a comprehensive, holistic, intervention plan with specified goals that address, are sensitive to, and respectful of, client’s choices and individual circumstances.
Service delivery may occur as “outreach” (in clients’ homes and/or other community settings) and/or office-based locations. This includes but is not limited to; “traditional” (individual, group and family) counselling modalities; education/skills training; as well as provision of direct assistance/support to clients in accomplishing daily tasks; and advocacy/case management on client’s behalf. The position involves flexible hours, with the possibility of evening and weekend work.
Duties and Responsibilities:
Provides comprehensive substance use counselling (including screening & assessment, prevention, education, skill training and support services) that includes but is not limited to the following:
- Addresses the substance use needs that clients identify, through the assessment process, and the development and implementation of individual intervention plans
- Facilitates referrals for provision of service that fall outside the parameters of the substance use program and following up on referrals made
- Participates in the evaluation of services provided, planning activities and other continuous quality improvement processes
- Completes all required Deltassist documentation in the time frame and format required
- Performs other duties (e.g. Case Manager, Group Facilitator, Outreach) as directed
- Participates in community level prevention activities
Qualifications:
Education: Master's Degree (Mandatory) in Psychology, Counselling, and Social Work with extensive experience in counselling re: substance use. Must have a professional designation valid in B.C.
Experience:
- Experience, both in office and with outreach, employing cognitive-behavioural, motivational interviewing, systemic and harm reduction frameworks with individuals, families and children with multiple complex issues
- Extensive experience in the areas of Substance Use, Suicide Risk Assessment and Intervention, Crisis intervention experience with individuals and families is mandatory
- Experience working with both voluntary and “involuntary” clients
- Demonstrated assessment skills, service plan development and implementation skills
Other:
- Ability to work independently, and as part of a multidisciplinary team, within an organization that requires flexibility, initiative, creativity and demands individual accountability.
- Familiarity with the BC Risk Assessment Model, the Integrated Case Management Model, and Strength Based Assessment Intervention Approaches.
- Experience and training with Duty to Warn and Protect and Limits of Confidentiality
- Ability to use a computer effectively to provide clear, thorough documentation of intervention process and to meet other established documentation requirements.
- Use and maintenance of your own automobile to meet service requirements with a valid driver’s license, clear driver’s abstract, and active insurance. The vehicle must be in safe, operating conditions.
- Valid CPR/First Aid Level One is mandatory. Candidates hired without a valid First Aid certification are responsible for obtaining the required training at their own expense immediately upon employment.

Job performance must be at a satisfactory level and will be assessed in the fulfillment of the above relevant job duties, including performance and evaluation reports and disciplinary records in accordance with Article 11.4(d) of the Collective Agreement.
