Summary

We are looking for a Compliance Officer to join one of our portfolio companies and support its compliance, regulatory, anti-money laundering, privacy, licensing, and online insurance distribution requirements across Western Canada.

This role has two primary functions. The first is to oversee compliance for an insurance company offering specialized life insurance services to a niche client base. The second is to serve as the individual appointed to the relevant regulators and be responsible for the management and supervision of the licensed business.

The successful candidate will support compliance across British Columbia, Alberta, Saskatchewan, and Manitoba and must be eligible to hold the required life insurance licences and regulatory appointments in each province.

Role Overview

Your role will include:

Corporate Compliance

• Maintaining the company's written compliance policies and procedures and keeping them current as legislation changes
• Tracking requirements from the Insurance Council of British Columbia, Alberta Insurance Council, Insurance Councils of Saskatchewan, and Insurance Council of Manitoba
• Advising the business on regulatory and legislative changes
• Maintaining compliance with CCIR and CISRO guidance and principles related to the conduct of insurance business and fair treatment of customers
• Reviewing compensation and incentive arrangements for potential customer impacts
• Maintaining licensing records for the company and its representatives, including licence status, continuing education, and errors and omissions coverage
• Managing the complaint handling process and maintaining the complaint register
• Conducting compliance monitoring and file reviews, documenting findings, and tracking remediation
• Preparing compliance reports for senior management
• Managing regulatory examinations, audits, and information requests
• Delivering compliance training to staff and licensed representatives

Anti-Money Laundering

• Acting as the compliance officer appointed under the Proceeds of Crime (Money Laundering) and Terrorist Financing Act
• Maintaining the written compliance program, business risk assessment, and training program
• Ensuring the compliance program remains risk-based and effective
• Completing the required effectiveness review at least every two years and reporting the results to a senior officer
• Submitting required suspicious transaction, terrorist property, large cash transaction, and large virtual currency transaction reports
• Maintaining client identification records and ensuring records are retained for the required periods

Privacy

• Acting as the individual accountable for privacy compliance under PIPEDA and the British Columbia Personal Information Protection Act
• Maintaining privacy policies, consent practices, and safeguards
• Managing privacy breaches and required notifications and reporting

Regulatory Appointments & Supervision

• Acting as nominee in British Columbia and designated representative in Alberta and Saskatchewan
• Taking responsibility for the management and supervision of the licensed business
• Establishing supervision standards for licensed representatives based on their qualifications, experience, and the business being conducted
• Ensuring only appropriately licensed individuals act for the business
• Monitoring licences, continuing education, and errors and omissions coverage
• Ensuring required corporate errors and omissions coverage is maintained
• Screening representatives before appointment and monitoring them thereafter
• Completing required regulatory notifications relating to the business, representatives, and licensing status

Online Distribution

• Overseeing compliance of the website and online application process
• Ensuring required customer disclosures are available before purchase
• Ensuring customers are clearly informed about whether advice is provided as part of the sale
• Ensuring needs analysis and suitability information is collected, documented, and retained
• Ensuring the full sales record is captured and maintained
• Reviewing marketing and advertising materials before use

Licensing Requirements

The successful candidate must be eligible for the required regulatory appointments in each applicable province.

• British Columbia: Nominee and holder of a British Columbia life insurance agent licence, with the required experience and completion of the Council's Nominee Course
• Alberta: Designated representative for the life class and holder of an Alberta life insurance agent's certificate of authority
• Saskatchewan: Designated representative and holder of a Saskatchewan life licence, meeting the applicable requirements to supervise life agents
• Manitoba: Manitoba life insurance agent licence, with an accident and sickness licence if applicable to the products sold

Required Skills or Experience

• Completion of the Life Licence Qualification Program
• Life insurance agent licence in British Columbia, Alberta, Saskatchewan, and Manitoba, or the ability to obtain all four
• Eligibility for the required regulatory appointments
• Minimum 3 years of compliance experience in life insurance or financial services
• Working knowledge of provincial insurance legislation across the four Western provinces
• Knowledge of CCIR and CISRO fair treatment of customers guidance
• Working knowledge of FINTRAC requirements and Canadian privacy legislation
• Strong written communication skills, including the ability to prepare policies, reports, and regulatory correspondence
• Clean regulatory record
• Ability to successfully complete required background, credit, licensing, and regulatory checks

Preferred

• Experience as a nominee or designated representative
• Experience with online or direct-to-consumer insurance distribution
• Experience building or reviewing an anti-money laundering program
• Compliance, financial crime, or related professional designation or certificate

Salary and Benefits

• $100,000–$130,000 base salary
• Performance-based bonus

Pay: $100,000.00-$130,000.00 per year
