Position Summary

Reporting to the Director, Utilities & Sustainability, the Supervisor, Waste Programs, is responsible for leading, planning, and administrating waste management programs in Fort Saskatchewan.

Responsibilities

Include, but are not limited to:
  • Lead and foster a positive, collaborative, and safety-focused culture while providing coaching, performance management, and guidance to staff, contractors, and stakeholders.
  • Develop annual operational work plans, budgets, resource strategies, and emergency response procedures to support waste management and utility service goals.
  • Oversee waste reduction, recycling, diversion, and sustainability programs while identifying innovative opportunities to improve service delivery and environmental performance.
  • Develop, implement, and maintain policies, procedures, bylaws, service levels, and process improvements to ensure regulatory compliance and operational efficiency.
  • Manage contractor relationships and service agreements, including monitoring collection and processing activities and enforcing contract requirements when necessary.
  • Supervise daily operations at the Transfer Station and EcoStation, ensuring safe, efficient, and compliant operations for staff, contractors, and customers.
  • Collaborate with internal departments and external stakeholders to develop public education campaigns, communication tools, and marketing initiatives related to waste management and sustainability programs.
  • Respond to resident, business, and stakeholder inquiries, resolve service issues and disputes, and provide site-specific waste reduction and diversion solutions.
  • Analyze operational data, conduct waste audits, prepare reports and presentations for Senior Leadership and Council, and provide recommendations related to equipment, procurement, infrastructure, and asset lifecycle management.
  • Represent the City on internal and external committees while supporting additional sustainability, recycling, diversion, and utility initiatives as required.

Qualifications

The successful candidate will have post-secondary diploma or degree in waste management, environmental sciences/management, renewable resources, business administration, project management, or related field such as Environmental Studies. Completion of a Supervisory Certification Program along with an Alberta Class 5 Driver’s License is required. Candidates must have a minimum of five (5) years of experience managing waste, sustainability, or related programs, along with at least three (3) years of supervisory and contract/project management experience. Strong knowledge of waste management operations and economics, including collection systems, material recovery processes, and related equipment, is essential. The ideal candidate will demonstrate excellent customer service and communication skills, with the ability to collaborate effectively with a diverse range of stakeholders, provide sound recommendations, develop practical solutions, and assist in dispute resolution. Well-developed written and verbal communication skills are required, while experience working within municipal or government environments is considered an asset. Proficiency in Microsoft Office Suite and other administrative software is required, with experience using specialized applications such as Recollect, MyWaste, SharePoint, scale software, Point of Sale systems, or asset management software considered an asset.

Hours of Work: 37.5 per week, Monday to Friday (Evening and weekend working hours are required on an as needed basis)
