A day in the life
As the VP of Development for the Western Canada markets, you will lead land and building development activities from pursuit thru hand off to operations for industrial and logistics projects across Metro Vancouver and Alberta. You will oversee key projects while managing Development team members, driving consistent execution, forecasting, and continuous improvement across the region. The role partners closely with Operation, capital deployment, global development teams and other internal functional teams while representing the Development Officer on critical decisions. Based in our Vancouver office, you will regularly travel to project sites and municipal offices to ensure safe, compliant, high-quality, and on-time delivery.
- Lead the execution of speculative and build-to-suit developments from pursuit, due diligence and acquisition, through municipal and provincial approvals (entitlements), design, permitting, construction, and tenant improvements across Western Canada.
- Direct the redevelopment and second-generation tenant improvement strategy for acquired and existing assets, partnering with Leasing, Asset Management, Construction, and external consultants to reposition buildings for new tenant occupancy while optimizing cost, schedule, and market competitiveness
- Lead technical acquisition support by evaluating development feasibility, entitlement strategy, environmental and geotechnical conditions, utility capacity, municipal requirements, construction costs, schedule risks, and investment assumptions to support competitive land pursuits and Investment Committee decisions.
- Provide strategic recommendations on site planning, building configuration, infrastructure requirements, and development feasibility to maximize land value, improve project returns, and enhance long-term asset performance while meeting Prologis’ specifications and standards.
- Lead development budgeting, forecasting, project underwriting support, and business planning to ensure investment assumptions remain aligned with project execution and financial performance objectives.
- Develop and oversee permitting and regulatory approval strategies, including phased or alternative permitting approaches where appropriate, to support project schedules and manage approval risk.
- Support environmental due diligence, and remediation as necessary to resolve municipal permitting restrictions.
- Manage the complex environmental, geotechnical, infrastructure, offsite improvements, utilities, and site development constraints
- Understand and manage municipal fees, servicing obligations, development agreements, off-site requirements, and related securities.
- Maintain owner-side compliance with WorkSafeBC requirements, including clear designation and oversight of the prime contractor, Notices of Project, hazardous-materials and asbestos due diligence, and contractor safety performance.
- Oversee bidding process, contracting, change management, payment, risk allocation, and project closeout in accordance with Canadian industry requirements and Prologis standards.
- Collaborate with all stakeholders, including Customer Led Development (CLD), Customer Led Solutions (CLS), Capital Deployment, Leasing, Regional Property Management, the Global Development Team, and other business partners.
- Serve as a senior development leader and authoritative decision maker for the Western Canada development team, to facilitate timely decisions with deployment and leasing while partnering closely with the DO on strategic priorities.
- Accountable for development portfolio performance and execution across safety, cost, schedule, quality, risk management and regulatory compliance.
- Lead the technical aspects of the entitlement process while driving design optimization, contractor procurement and bid negotiations, ensuring project scopes, schedules, and budgets reflect local code, permitting, utility, market, and Prologis requirements.
- Establish consistent expectations, performance standards, and accountability frameworks for architects, engineers, consultants, and contractors through standardized processes, scorecards, training, and performance reviews.
- Develop talent through managing, coaching, mentoring, succession planning, performance management, and standardized training programs that promote consistent execution and best practices across Western Canada.
- Lead continuous improvement initiatives by integrating Prologis standards with Canadian regulatory requirements and market best practices to improve efficiency, reduce development costs, standardize execution, and enhance long-term asset performance.
- Develop and strengthen relationships with all the municipalities we work in including the City of Vancouver, City of Calgary and other Lower Mainland municipalities, Metro Vancouver, First Nations, provincial and federal agencies, utilities and transportation authorities, the Vancouver Fraser Port Authority, general contractors, architects, engineers, design consultants, and other key external partners.
Required:
- 10+ years of experience in real estate development, civil engineering, architecture, or construction management, including significant experience in BC, Alberta or another complex Canadian market.
- Experience leading speculative and build-to-suit industrial/logistics developments from pursuit, due diligence and acquisition, through municipal and provincial approvals (entitlements), design, permitting, construction, occupancy, and tenant improvements across Western Canada
- Working knowledge of the Vancouver Building By-law, BC Building Code, municipal planning and development bylaws, BC Fire Code, WorkSafeBC requirements, BC contaminated-sites requirements, and British Columbia's Builders Lien Act.
- Proficiency with Microsoft Project, BlueBeam, Google Earth, and Microsoft 365.
- Demonstrated success in land development and construction management, including environmental, geotechnical, flood, utility, and off-site servicing risks.
- Experience delivering design-build projects using CCDC-based and other Canadian procurement and contracting practices.
- Project management experience with a general contractor or owner's representative.
- Strong leadership, communication, collaboration, and customer relationship skills.
- Ability to travel throughout Western Canada and the United States as required.
- Bachelor’s degree in construction management, Architecture, Engineering (Civil or Structural), or equivalent experience.
- Experience with the City of Vancouver Certified Professional program, Lower Mainland industrial approvals, First Nations engagement or port-related approvals, and Vancouver/BC energy and zero-carbon requirements.
- Experience leveraging digital technologies, automation, Artificial Intelligence (AI), and data analytics to improve project delivery, decision making, and development execution. Exercises sound judgment, creative thinking, and accountability for outcomes.
Hiring Salary Range: CAD $202,000–$270,000 annually. Salary and whole compensation package (bonus target) to be determined by the candidate’s location, education, experience, knowledge, skills, and abilities, as well as internal equity and alignment with market data.
