Overview
Pulaarvik Kablu Friendship Centre (PKFC) is a vibrant and growing Inuit organization providing wellness programs and services across the Kivalliq Region. Established in 1979 by Inuit for Inuit in Rankin Inlet, PKFC is a regional leader in wellness programs, employing over 30 staff delivering Inuit-designed, Inuit-led programs grounded in Inuit societal values and culture.
The Towtongie Warming Centre is a new initiative designed to provide immediate, life-sustaining support for Inuit men experiencing homelessness, unsafe housing, or temporary displacement. Operating during the winter months, the Centre will provide emergency shelter, warmth, food, hygiene facilities, and pathways to health, wellness, and community supports through a trauma-informed, culturally grounded approach.
The Warming Centre Manager is responsible for establishing the Centre from the ground up and leading its ongoing operation. During the development phase, the Manager will coordinate start-up activities including facility preparation, policy implementation, stakeholder engagement, staff recruitment and training, operational planning, and community partnerships.
Once operational, the Manager will provide leadership for the Centre, supervise staff delivering 24-hour services, ensure safe and effective operations, and support continuous improvement of services. The Centre is operational from Oct 1 to April 30 annually.
Key Responsibilities
The Manager is responsible for coordinating all activities required to establish and operate the Warming Centre.
Including, not limited to:
· Develop operational policies, procedures, and service protocols in collaboration with management and stakeholders.
· Coordinate operational readiness including renovations and procurement of supplies and equipment.
· Ensuring all licensing, inspections, safety requirements, and organizational policies are met prior to opening.
· Hiring and training staff.
Following start-up, the Manager is responsible for the overall operation of the Warming Centre.
Including, but not limited to:
· Ensuring services are culturally grounded, trauma-informed, respectful, and aligned with Inuit societal values.
· Maintaining a safe, welcoming, and supportive environment for clients, staff, and visitors.
· Monitoring program outcomes and recommending improvements to services.
Subject to project funding, the Manager will coordinate implementation of the Transitional Cabin Pilot where two transitional cabins will be built.
The Manager is responsible for ensuring the Centre operates within approved budgets and works to complete all reporting requirements.
Qualifications & Experience
· Degree, diploma, or equivalent experience in social work, human services, community development, health, or a related field.
· Minimum three (3) years of progressively responsible supervisory or management experience.
· Experience establishing complex new services is a strong asset.
· Experience working with individuals experiencing homelessness, addictions, trauma, mental health challenges, or complex social needs.
· Experience coordinating multi-stakeholder projects and community partnerships.
· Experience with policy implementation, operational planning, and program development.
Relocation assistance is available.
Pay: $118,950.00 per year
