Responsibilities
PRIMARY PURPOSE
Leads and advises on all processes and reconciliation of biweekly time capture and full cycle payrolls in accordance with policy, collective agreements, pension and benefit plans, and payroll legislation, rules and regulations. Audits and provides signing authority for remittances of premiums and payments to government and other external stakeholders, and also plans and coordinates year-end payroll activities. Participates in the development of payroll and systems related projects, designed to support business process improvements. Provides advice and consults with business leaders on payroll matters. Conducts analysis and research; prepares data, information and reports for management and other business stakeholders. Develops and supervises a team of reporting staff.
KEY ACCOUNTABILITIES
Leads and advises on all processes and reconciliation of biweekly time capture and full cycle payrolls carried out by reporting unionized staff. Analyzes audit reports for data integrity and accuracy within established deadlines. Ensures all payrolls are authorized, verified and processed in accordance with policy, collective agreements, pension and benefit plans, and payroll legislation, rules and regulations.
Verifies and provides signing authority for deductions and remittance of premiums and payments to benefit carriers, government agencies, Public Service Pension Plan, law courts, social clubs and United Way, ensuring accurate and timely reconciliation and reporting.
Plans and coordinates year-end payroll activities, balancing, analyzing and correcting various records, including multiple accruals, setting up pay schedules, benefit deductions and elections and related records for the year.
Continuously reviews payroll processes and procedures using LEAN methodology. Identifies and makes recommendations on opportunities to improve data management, payroll processes, audits, and day-to-day efficiencies, while also ensuring data integrity
Participates as a subject matter expert in development of payroll and system projects, advising on all aspects of time capture and payroll processes to support objectives of each initiative. Troubleshoots root cause of systems issues, provides creative solutions, and engages in implementation of system changes, including user acceptance testing.
Provides advice and consults with business leaders on time capture and payroll matters. Conducts research, carries out analysis, prepares data and information, and develops reports for management and other business stakeholders.
Provides input to development of department planning, with emphasis on all aspects of time capture and payroll process and related challenges and opportunities. Continuously adapts work plans to meet tight deadlines and provide adequate coverage during staff absences.
Supervises and advises unionized staff in their daily tasks and encourages teamwork. Includes training, coaching, development, performance assessment and timely feedback.
Qualifications
EDUCATION AND EXPERIENCE
The requirements for this job are acquired through an undergraduate degree in finance or related discipline, and achievement of a payroll designation through Canadian Payroll Association (with Payroll Manager Certification in progress), plus five (5) years’ experience in web-based payroll administration at progressive levels of responsibility, including supervision of staff.
OTHER REQUIREMENTS
Advanced knowledge of the concepts, principles, practices and techniques of payroll processing, with emphasis on understanding the flow of transactions in an integrated and automated payroll accounting system
Solid interpersonal and communication skills with ability to provide payroll-related advice, information and support to management and staff; and to liaise externally with government and other stakeholders on payroll matters
Solid planning, organization, and time management skills with ability to develop and adapt work plans to constantly changing priorities, and multi-task on a wide range of issues while maintaining a high level of accuracy and attention to detail
Solid problem solving and decision-making skills with ability to assess the root cause of payroll and system issues, and address day-to-day payroll challenges
Solid analytical skills with ability to ensure accuracy of payroll processing, identify opportunities to optimize payroll processes and procedures, and to conduct analysis and prepare data, information and reports
Solid supervisory skills, with ability to develop a team of reporting staff

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.
Work Schedule
37.5 hours per week.

This position offers the flexibility of working both on-site and remotely within B.C.
Rate of Pay
The salary for this position ranges from $77,500 - $116,280 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
