Network Operations is seeking a Manager, Infrastructure Control; this position is a control function in the Network Operations Centre (NOC) and is responsible for the daily oversight of all rail infrastructure-related functions across the Metrolinx network. This role ensures the seamless execution of infrastructure activities by monitoring, assessing, and responding to real-time network conditions, including disruptions, asset failures, and other operational challenges. This management role provides leadership and direction to ensure that infrastructure issues are addressed promptly and efficiently, maintain the integrity and reliability of the rail system.
What will I be doing?
-
Monitors’ performance of infrastructure activities, such as work events, general maintenance, emergent conditions and failures, takes corrective action and secures a plan with key stakeholders to reduce service disruptions or delays impacting the Metrolinx network.
-
Prioritization and triage for all infrastructure-related failures and asset impairments through effective indirect oversight of the fault control function monitoring the Metrolinx network.
-
Provides leadership to a team responsible for command and control over the Metrolinx rail corridors to ensure the safe separation of rail movements from non-rail movement activities (i.e. construction, maintenance and third-party works).
-
24x7 control function; review technical and functional reports for planned construction and corridor maintenance projects; identifies weaknesses that could impact service, customer satisfaction, and safety.

Managing oversight for track protection ensuring public safety, operational impacts and supporting internal investigations as it relates to on-track incidents.

Monitor delivery of communications during major work projects impacting operations on the Metrolinx rail network. This includes overseeing the planning, and execution of Major Track Closures (MTC) to ensure work is performed accurately and timely to avoid service disruption upon MTC completion. Ensures the timely delivery of MTC-related activities, specifically, hour-by-hour project timeline and NOC Infrastructure Notice communication.

Implement, practice, oversee and communicated processes and systems focused on regulatory and safety compliance that ensure the safe and efficient movement of trains and is aligned with regulatory/legislated requirements, corporate policies and customer expectations.

Develops and recommends service disruption recovery plans and communicates with NOC staff to maintain high levels of service reliability, expedite service recovery plans, and minimize passenger delays.

Ensures that the status of rail service is communicated within the organization, and through another departments, to customers, media, other transit/rail systems, and other appropriate agencies.

Maintains and recommends updates to standard operating policies and procedures for daily NOC operations, specifically related to infrastructure control.

Manages the overall daily work throughout the MX network while maintaining VIA, GO Transit and UP Express operations.

Accountable for actively participating in weather-related monitoring, while ensuring delivery of operational processes that involves weather (e.g. hot/cold temperatures, flooding, high winds, etc.). This includes ensuring internal and external stakeholders are compliant, promoting customer safety, network resilience, operational efficiency and timely response to potential weather-related impacts on the network.

Leads continuous improvement initiatives focused on business improvements for rail-infrastructure related functions in Network Operations. Technical accountability to develop, implement and oversee process improvements concentrated on regulatory and safety compliance that ensure the safe operation of movements and track personnel on the Metrolinx network.

Demonstrates an unwavering commitment to rules compliance and safety. Manage the execution of actions related to potential safety issues and suspected security breaches, ensuring the appropriate authorities are engaged and safety reporting tools are utilized to effectively communicate to the organization.

Leads business unit initiatives focused on the development of rail infrastructure-related contingency planning to support punctual and reliable customer-focused decision-making of network operations working with respective groups to restructure their deployment plan.

Leads team accountable for reviewing post-incident reports and actively participates in post-event reviews for planned recovery operational changes; identifies weaknesses that could potentially impact service, customer satisfaction, and safety and provides recommendations.

Collaborates with internal stakeholders to develop strategic operational plans that align rail corridor project deliverables with ongoing service requirements, ensuring minimal disruption to passenger operations.

Works closely with project teams, Network Operations, and field stakeholders to balance infrastructure project needs with service commitments, proactively identifying risks and mitigating potential conflicts. This includes leading operational planning deliverables related to operational planning to support ongoing CPG and general maintenance projects impacting baseline operational scheduling.

Develops comprehensive contingency plans to support accurate timetables, coordinated field operations, and seamless project execution while maintaining service reliability and operational efficiency.

Leads cross-functional coordination efforts to ensure all stakeholders are aligned on project timelines, operational impacts, and required response strategies, enabling proactive decision-making and minimizing service disruptions.
