General Description
Under the direction of the VP-Financial Management, the Manager of Treasury and Asset-Liability Management (ALM) is responsible for assisting with company-wide treasury and asset-liability management operations including:
Policies and Procedures
- Updating and implementing policies and procedures to ensure that related treasury and ALM activities are conducted in accordance with Company and regulatory standards (e.g., OSFI Liquidity Adequacy Requirements (LAR), OSFI Capital Adequacy Requirements (CAR), OSFI B-6 – Liquidity Principles, OSFI B-12 – Interest Rate Risk Management).
- Implementing new operational procedures that will improve efficiency and reduce existing manual EUCs.
Funding
- Preparation of monthly reporting for the Company’s lenders (e.g. servicing reports).
- Reviewing and approving the preliminary and final payment registers for cheque, wire, electronic fund transfer (EFT) and automated clearing house (ACH) payments.
- Managing drawdowns / borrowings across the Company’s various financing sources (senior credit lines, securitization funding, and deposit-taking activities).
- Managing the deposit system (Portfolio+) and ownership of the day-to-day operational logistics with the GIC brokers. As well as developing the pricing strategy alongside the VP.
Planning
- Assisting the VP and Controller with short and long-term funding plans and strategies (including related liquidity and interest rate risk modelling) for submission to the Company’s parent company, and the Company’s Management Controlling department for inclusion in periodic forecasting, budgeting, and 3-year strategic planning exercises.
- Being involved in the management of financial models and related internal validations (e.g., modelling of customer payment behavior, cash flow forecast modelling).
- Reviewing cash flows to ensure that sufficient funds are available to meet operational requirements, procedural and regulatory compliance (e.g., liquidity coverage ratio, Net Cumulative Cash Flows).
- Periodically test the monetisation of the Company’s high-quality liquid assets in accordance with regulatory requirements.
Risk Management
- Working with the VP in the preparation of the Company’s Internal Capital Adequacy Assessment Process (ICAAP).
- Working with the VP in the preparation of the Company’s Liquidity Contingency Plan (LCP) and, in the event of its activation, working with the VP and relevant stakeholders on its execution.
- Working with the VP and Risk department to evaluate the impact of liquidity and interest rate risk stress tests, incorporating management actions.
- Analysing suitable liquidity, capital, and interest rate risk limits for inclusion in the Company’s risk appetite.
Reporting
- Preparation of reports and presentation materials to the Company’s Asset-Liability Committee (ALCO) and Board of Directors.
- Preparation of derivative hedge effectiveness testing and fair valuation for the Company’s Management Controlling department.
- Preparation of external and internal regulatory ALM reporting (e.g., liquidity coverage ratio, net stable funding ratio, net cumulative cash flow, risk-based capital ratios, liquidity gaps, net interest income sensitivities).
Other Duties and Responsibilities
- Keeping current with prudential regulation/changes which might impact the Company’s Treasury and ALM activities.
- Performing other related duties as requested by the Chief Financial Officer or VP Financial Management.
Work Experience Requirements
- 3+ years working in a Treasury, Risk or Finance function; preferably experienced in working in a risk management or quantitative role, or within a regulatory/consultancy capacity.
- Knowledge of balance sheet management, capital markets and banking products, and financial systems.
- Prior experience related to interest rate risk, liquidity risk, treasury, or lending products.
- Advanced Excel skills.
Education Requirements
- Undergraduate degree preferable in Mathematics, Business, Economics, Accounting or Risk Management.
- Post-graduate schooling and/or CFA designation considered an asset.
