The Opportunity:
The City of Red Deer is currently recruiting for a Human Resources Consultant to fill a permanent full-time position. The Human Resources Consultant (HRC) is responsible for providing knowledgeable, professional, and timely advice and services to a specified portfolio resulting in effective human resource management and strategic business partnership within the portfolio and across the organization while promoting effective and efficient management practices. The HRC works within accepted policies and best practices to ensure relevant collective agreement provisions, legislation, and appropriate decision making are applied in order to mitigate risk to the organization. The professional services provided by the HRC focus on labour and employee relations, performance coaching, and workplace investigations. Other areas of responsibility, time permitting include non-medical aspects of disability management, recruitment, workforce and succession management and facilitation of training courses.
Top Key Responsibilities:
- Provide HR Advisory Services - Advise managers and supervisors on HR best practices, policies, legislation, and employment agreements in areas including labour relations, performance management, attendance management, recruitment, compensation, disability management, accommodation, retention, and succession planning.
- Support Labour Relations and Collective Agreement Administration - Interpret collective agreements, provide guidance on grievances and labour relations matters, maintain union relationships, and support negotiations and dispute resolution processes.
- Act as Strategic HR Business Partner - Serve as the liaison between HR specialists and operational leaders, ensuring effective communication, collaboration, and alignment of HR initiatives with business needs.
- Develop Workforce and HR Plans - Collaborate with leaders to create workforce strategies, succession plans, organizational restructuring initiatives, and long-term staffing solutions that support business objectives.
- Lead Recruitment and Selection Activities - Support end-to-end recruitment processes, including advertising strategies, interview participation, selection tools, candidate assessment, offer preparation, and negotiation of employment terms.
- Conduct Workplace Investigations - Plan, facilitate, and complete investigations involving respectful workplace concerns, discrimination, misconduct, conflicts of interest, and other employee relations matters, including reporting findings and recommendations.
- Manage Attendance, Disability, and Accommodation Processes - Support supervisors and employees through attendance management, return-to-work planning, disability management, and duty-to-accommodate processes while ensuring legislative compliance.
- Provide Policy Development and Organizational Improvement Support - Participate in developing, reviewing, and implementing HR policies, programs, and practices while promoting consistency across the organization.
- Lead and Support HR Projects - Manage and contribute to strategic HR projects such as policy development, retention initiatives, process improvements, and organizational change efforts.
- Ensure Compliance and Risk Mitigation - Identify HR, labour relations, and legal risks; ensure compliance with legislation, collective agreements, human rights requirements, corporate policies, and employment contracts; and recommend appropriate actions.
As our preferred candidate, you will have:
- Post-secondary degree in a related area (equivalent combination of education and experience may be considered).
- Eligible for candidacy for CPHR (Chartered Professional in Human Resources) designation
- Minimum of five years of direct experience as a Human Resources business partner and generalist with a focus on labour and employee relations, performance coaching, and workplace investigations.
- Must be current with knowledge and application of legislation and professional standards.
- Excellent analytical, organizational and problem-solving skills
- Excellent written and oral communication skills, including conflict resolution experience
- Aptitude to learn and contribute actively in an ever-changing work environment
- Well-rounded knowledge, skills and experience in job description development, recruitment, non-medical aspects of disability management, workforce and succession management and facilitation of training courses
- Must be proficient with MS Office applications and have experience with HRIS systems.
- Ability to manage multiple, sometimes competing, timelines and deadlines effectively
- Ability to deal effectively and collaboratively with internal clients, the public, and other staff at all levels of the organization
- Ability to influence, advise, and disseminate information in a well thought-out, logical and effective manner

Status: Regular Full-time
Remuneration: $48.85 to $61.07 per hour ($95,628 to $119,535 per annum)
Hours of Work: 75 hours biweekly; Monday to Friday, some evening and weekend work may be required when needed.
