Job Overview
Location: Winnipeg
Salary Grid: $70-110 Salary Grid Based on Education and Experience
Under the direction of the Mamow Weechiwaywin Director, and Sandy Lake First Nation Chief & Council, The Winnipeg Office Manager is responsible for supervising first nation representative services & early intervention programs run out of our Winnipeg Satellite Office.
CASE MANAGEMENT SUPERVISION
Responding to Notices of Significant Measure (NoS).
- Receive and respond to NoS from mandated Child Welfare agencies.
- Follow up with each new NoS by responding to the notice and coordinating a follow up case conference with the assigned worker.
- Ensure that the Sandy Lake Caregiver who is the subject of the NoS understands what is going on, and is connected with legal support if needed.
- Follow the progress of the file to ensure appropriate deadlines are met.
- Retain legal representation for the First Nation in consultation with the Band Rep Associate Director
Intake & Assessment
- Provide support, capacity building and direction to the Intake worker.
- Ensure that intake is being done in a streamlined way
- Intake & Assessment forms are being filled out for each new intake
- Consent forms are filled out & uploaded to the database
- Intake notes are uploaded to the database
- A worker is assigned by the Case Manager to follow up on new intakes
- Educate Intake workers on the duty to report where allegations relate to abuse or severe neglect.
- Ensure files are being referred to the appropriate program: Band Representative Services, Prevention or Post-Majority Care
Case Reviews
- Establish communication expectations with mandated agencies to provide scheduled case reviews
Case Planning
1. Participating in the Case Plan with the Mandated CFS Agency (Band Rep Files)
- Ensuring that all workers have copies of the case plan from the mandated agency and have identified in collaboration with the client & agency how they are assisting in the case plan. ( Both Caregiver & Child Plans)
- Ensure that the case plan identifies and prioritizes maintaining connections to family, extended family and the community. Identify and ensure collaboration with other First Nation Band Reps.
- Ensure that children and families are supported with ID & Registration as a priority
- For children over the age of 15 years, the case plan to include ‘age of majority’ planning
2. Developing a Case Plan with a Client where they are not open to CFS.(Imminent Risk of Child Welfare Involvement)
- Ensure that workers collaborate with the client to develop a case plan:
- Check in via supervision meetings to provide mentorship and support.
- Ensure that children and families are supported with ID & Registration as a priority
Supervision
- Sit down monthly with workers to learn about their caseload and review/evaluate the case plan for each file.
- Ensure that client files are kept up to date ie; all case notes and documentation are uploaded to the database.
- Discuss training goals with workers and assist with the coordination of identified training.
- Ensure that workers are provided with regular opportunities to debrief, coordinating with elders or outside mental health services if needed.
- Keep an ongoing and current record which details all workers and the clients they support.
Court Relate Duties
- Provide mentorship and training opportunities on MB provincial and federal child welfare laws
- Oversee all court-related matters to ensure that all timelines are met and that all identified support tasks are completed prior to court.
- Where appropriate, provide mentorship to Staff as they communicate with the family about any information related to the court process and identify opportunities for training and capacity building.
- Ensure that Sandy Lake community members are supported to access the appropriate legal aid.
On Call
- Develop a monthly on-call schedule for after hour child protection emergency response. Distribute the schedule to staff and managers 1 month in advance.
- Ensure that the team is inputting on-call and after-hours case notes into the system and that new intakes are passed to the intake worker for processing.
- Process purchase-authorizations for overtime worked during on-call shifts.
Weekly Meeting
- Facilitate weekly meetings Monday mornings to get all staff on the same page for the upcoming week
- Check in with staff with an awareness of vicarious trauma and a focus on mental health, self-care opportunities, and teambuilding. Host Friday debriefing meetings when needed.
Protocol Development
- Work towards developing, implementing and monitoring protocols and/or service agreements with Animikii, ANCHR and Winnipeg Service Providers (ie Hospital) as directed in collaboration with Mamow Weechiwaywin Director and Band Rep Associate Director the Sandy Lake Liaison Councillor.
- Ensure agency and Mamow Weechiwaywin staff are all trained in the protocol & following protocol.
ADMINISTRATION
Data Management
- Provide quarterly reports to Senior Management & the Council Laison of services
- # Files open to Animikii, ANCHR
- # Files opened to Band Rep Services: Worker Assignment
- # Files open to Intervention Services: Worker Assignment
- # Files open to Post Majority Care
- Ensure information is securely stored and all copies of correspondence, memos, forms, reports, file recordings, quarterly case reviews and closing case summaries are filed.
Human Resources
- Advocate for the Winnipeg Mamow Weechiwaywin office to have appropriate client-to-staff ratios by providing reports to Senior Management and Chief and Council of worker caseloads and human resources requirements.
- Draft job descriptions for identified areas of need for approval, Participate in interviews
- Ensure new staff receive proper onboarding training and submit necessary documentation for their personnel file (ie; Drivers License, CPC check, etc )
- Conduct 3-month probationary reviews and annual performance reviews
- Support staff with performance management and progressive discipline when needed
- In collaboration with Human resources, track leaves for all staff.
Finance
- Ensure that staff are using the appropriate forms inside SharePoint when requesting finances for client support.
- Oversee the Winnipeg Credit Card, and ensure all receipts are uploaded into QuickBooks with appropriate notes
- Develop an annual and monthly budget for the Winnipeg Office.
Education and Experience
- Bachelor of Social Work preferred
- Minimum of 5-years experience working in the child welfare sector preferably in Manitoba
- Minimum of 5-years experience working in a management role
- Experience utilizing a database for client information
- Punctuality and dependability are essential to this position.
- Excellent organizational skills and the ability to prioritize tasks.
- Ability to adapt to a changing routine.
- Ability to set priorities, handle multiple tasks simultaneously, and meet deadlines.
- Demonstrates strong initiative with the ability to work independently while functioning as part of a team.
- Proficiency with MS Office, Excel, Internet, E-mail and other business-related computer software is required.
- A sensitivity and understanding of culture, language, and issues relevant to First Nation communities.
- A current, satisfactory criminal record check including clearance to work with vulnerable men, women, youth, and child intervention.
- Satisfactory child abuse registry check.
- Ability to handle sensitive information with confidentiality.
- A valid class 5 driver license is an asset.
