We are currently seeking a full-time Quality Improvement Manager to join our team!

Position Overview:

The Quality Improvement (QI) Manager leads the quality improvement program across the PCN and plays a key role in operationalizing Medical Home Optimization (MHO) strategic goals and objectives.

Reporting to the Clinical Director, the QI Manager will lead the ESPCN’s Quality Improvement Team, including Improvement Facilitators, EMR Consultants and Proactive Care Coordination (PCC) Lead. This medical home-inspired leader will understand stakeholder expectations and [BF1] needs and develop strategies and tactics to support quality improvement activities across ESPCN’s clinical teams, and foster a culture of continuous improvement.

The role of the Quality Improvement team is to support clinical teams in initiating and sustaining quality improvement work, and in developing skills to carry out this work as a team. Relationship building and data analysis will inform the strategic direction for the QI Team and clinics overall.

To be successful, the Quality Improvement Manager requires a high level of collaboration, both with internal team members and external stakeholders and requires strong people leadership skills.

Key Roles and Responsibilities:

Strategic Operational Leadership

• Monitors the efficiency, effectiveness, and outcomes of the QI program, recommending performance measures and opportunities for improvement to the Clinical Director, and contributing to development of the program’s strategic direction.
• Leads the implementation of the strategic direction, and the ongoing delivery of the QI program, ensuring alignment with the organizational and Clinical Operations goals, and supporting team-based care across the PCN.
• Oversees development and implementation of standardized supportive processes to allow consistency and promote best practice across the PCN.
• Oversees electronic medical records (EMR) processes and systems to support overall improvement in key focus areas as defined by the Clinical Director and/or recommended by the QI manager.
• Oversees proactive care coordination function, which includes an administrative team that delivers outreach to patients and supports panel processes and reporting. This team is led by the Proactive Care Coordination Lead and is significant in size and scope.
• Maintains awareness of relevant healthcare trends, policies, legislation, emerging practices, and technology, including AI, and assesses their implications for the QI program.
• Oversees the QI program function of providing education to ESPCN members and staff related to medical home optimization and general QI practices.

People and Team Leadership

• Provides overall leadership to the QI team (Improvement Facilitators, EMR-Consultants, Proactive Care Coordination team), including coaching and mentorship, goal-setting, managing performance, identifying competency gaps, and supporting the development of QI, facilitation, and leadership capabilities..
• Provides subject-matter coaching to the IF team members on QI and facilitation methodologies and practices and their application in primary care.
• Supports and coaches the PCC Lead in supervising the Proactive Care Coordination team and delegates appropriate people-management responsibilities. Oversees recruitment, selection, orientation, performance management, employee relations, and workforce planning for the QI team in collaboration with Human Resources and the Clinical Director.
• Leads and fosters employee and team engagement to ensure a culture of teamwork, collaboration, and service orientation. This includes modeling appropriate leadership behaviour.
• Offers coaching to Primary Care Managers on strategies to engage clinics, members, and clinical staff in QI.
• Leads and champions change management initiatives, including participation in PCN clinical working groups in a change advisory capacity.
• In collaboration with the Clinical Director,, manages annual budget projections and expenditures for the QI program.

Stakeholder Relations

• Responsible for being the primary link to members, and/or other stakeholders related to the QI program.
• Serves as the primary QI contact for members and key external stakeholders, including other PCNs and the Alberta Medical Association, and represents ESPCN on QI matters as directed by the Clinical Director.
• Leads or provides input into special projects and/or other duties as assigned

Experience, Skills & Qualifications:

• Bachelor’s degree in a related discipline: healthcare, health promotion, business, and/or the social sciences. A Graduate degree in a related field is preferred.
• A minimum of 2 years in a leadership/managerial/supervisory role and 5 years of previous professional experience in healthcare delivery or administration. Some experience in quality improvement programs/methods or evaluation with preference given to those in primary or community care.
• Current professional registration with an appropriate healthcare professional college as it relates to the role.
• Working knowledge of process improvement, change management and various quality improvement tools and methodologies. Change management and quality improvement training/education would be a strong asset (examples: ProSci, Six Sigma, IHI).
• Knowledge of best practices in health administration and/or healthcare program delivery and quality improvement principles and practices.
• Independently innovative, creative, and strategic thinker.=
• Strong ability to communicate and build networks, relationships, alliances.
• Able to identify barriers and facilitate solution development.
• Ability to work on own initiative, prioritize workload, and proactively respond to changing priorities.
• Computer software proficiency, including Microsoft 365.
• Experience in health care database systems and Electronic Medical Records (EMR) is an asset.
• Knowledge of scope of practice and related legislation for Registered Nurses, Licensed Practical Nurses, NPs, Registered Dietitians, Social Workers, and Exercise Specialists. Understand Alberta privacy laws and act according to those laws.
