Location: Cowessess First Nation and Regina, SK

Who is Chief Red Bear Children’s Lodge?

Through the organization Chief Red Bear Children’s Lodge (CRBCL), Cowessess First Nation is the first Indigenous community in Canada to assert its jurisdiction over child welfare and family services under the Bill-C92 Canada Act. CRBCL is currently developing its operations in accordance with the Miyo Pimatisowin Act, which provides support for its children and families in a way that is rooted in traditional Indigenous values and cultural practices.

Position Summary

The Policy Analyst will play a vital role in advancing CRBCL’s mission by researching, developing, and analyzing child and family service policies that reflect the needs and values of CRBCL and the families they serve. This position involves conducting research, collaborating with stakeholders, and providing policy recommendations to enhance the well-being of Cowessess Citizens within the community, and across Canada.

As a member of the Policy and Data team, you will ensure that all policies reflect the values and principles of the Miyo Pimatisowin Act, promoting the rights, well-being, and cultural integrity of Cowessess First Nation children, youth, and families, while regularly reviewing and revising policies to meet legislative obligations and uphold these foundational principles.

The ideal candidate for this role must be highly organized, have strong communication skills and presentation skills, as well as exceptional writing and research skills to be able to utilize both quantitative methods and qualitative methods. The Policy Analyst must have strong collaboration skills and have the ability to develop good working relationships with key stakeholders.

Qualifications

Education and Experience

● Bachelor’s degree in Public Policy, Indigenous studies, Human Services or a related field (Masters Degree an asset).

● Minimum 5 years of experience in child welfare, policy analysis, or a related area, preferably within Indigenous communities.

● Strong understanding of child welfare legislation, Indigenous rights, and the socio-cultural context of First Nation communities is an asset.

Skills & Abilities

● Excellent analytical, research, problem solving and communication skills.

● Proficiency in data analysis tools and policy development frameworks.

● Ability to work respectfully and effectively with Indigenous communities and knowledge of traditional practices and values.

● Proficient in Microsoft Office Suite (Word, Excel, PowerPoint) and familiarity with other office software.

● Superior typing skills and computer experience with the ability to create accurate and visually aesthetic documents using Adobe and Microsoft Office programs such as Outlook, Word, Excel, Sharepoint, databases, etc.

● Self-motivated with the ability to work productively with minimal supervision as well as within a team setting

● Attention to detail and ability to prioritize tasks effectively.

● Valid driver’s license and ability to travel within the region, as required.

The incumbent must provide a successful criminal background check with vulnerable sector search as well as be willing and able to commute to the CRBCL Head Office on a regular basis, which is located on Cowessess First Nation, SK.
