Our Network Operations Office is looking for a Rail Operations Specialist. This position is accountable for representing rail operations on the GO and UPE network, supporting the Network Operations Planning team in the review and development of future projects related to the continued expansion of the GO/UPE rail network. A strong, network-level background in operating rules and governance is required to ensure proposed projects do not adversely impact current or future operating plans. This role collaborates with key internal business units and Operations to help Metrolinx build the right project, in the right place, at the right time.

What will I be doing?

  • Monitors performance of information systems to provide accurate and timely data pertaining to service delivery and planning activities. Utilizes data and business unit metrics to lead teams in identifying opportunities for improvement through root cause analysis and structured problem solving.

  • Develops and recommends service disruption recovery plans and communicates with Network Operations staff to maintain high levels of service reliability, expedite service recovery plans, and minimize passenger delays.

  • Monitors delivery of communications during major rail service disruption and recovery incidents, impacting both the mainline and operations in the USRC.

  • Recommends revisions to operational emergency response plans and manages daily operational recovery related activities. Leads business unit initiatives focused on the development of rail-related contingency planning to support punctual and reliable customer-focused decision-making of network operations.

  • Reviews technical and functional reports for planned recovery operational changes; identifies weaknesses that could potentially impact service, customer satisfaction, and safety and provides recommendations.

  • Maintains and recommends updates to standard operating policies, procedures, and processes that support efficiencies for daily operations within the Metrolinx rail network.

  • Lead Business Continuity activities for rail-related functions in network Operations, ensuring strategies are in place to maintain service continuity during disruptions and mitigate operational risks. Systematic administration of a functional Business Continuity Plan (BCP) to support the business’ capability to continue the delivery of service following a disruptive incident.

  • Manage the corporate Performance Management Program, ensuring alignment of individual goals with organizational objectives, supporting the overall performance evaluation process for front-line employees within the business unit.

  • Leads a team that focuses on delivering communications and corresponding documentation or awareness packages during major rail service disruption, impacting both mainline and operations in the USRC.

  • Leads business unit initiatives focused on the development of rail-related contingency planning to support punctual and reliable customer-focused decision-making of network operations working with respective groups to restructure their deployment plan.

  • Leads team is accountable for reviewing post-incident reports and actively participates in post-event reviews for planned recovery operational changes; identifies weaknesses that could potentially impact service, customer satisfaction, and safety and provides recommendations.

  • Manages the operational planning function, ensuring appropriate service levels meet customer requirements.

  • Ensures rail-related contingency plans adhere to established legislation and regulations.

  • Ensures operational accuracy and efficiency by maintaining and updating records, reports, and performance data while overseeing task prioritization to balance urgent, emergent, and routine responsibilities

  • Manages the operational planning function, ensuring appropriate service levels meet customer requirements.

  • Ensures rail-related contingency plans adhere to established legislation and regulations.

  • Ensures operational accuracy and efficiency by maintaining and updating records, reports, and performance data while overseeing task prioritization to balance urgent, emergent, and routine responsibilities
