Operational Technology Cyber Security Specialist

Position Highlights
One of BC Hydro’s key business priorities is to ensure proper Cyber Security programs are defined and in place to protect
its Assets from threat actors. BC Hydro is continuing to strengthen its internal Cyber Security programs and is looking for
highly qualified, self-driven individuals with highly developed analytical, collaboration and communications skills to
contribute to this important business objective. This role combines both program-level cybersecurity responsibilities and
hands-on risk assessment and implementation support within OT environments.

As a member of the OT Cybersecurity team, this position will contribute to the Cybersecurity of the Operation Technology
(Industrial Control System [ICS]) part of the BC Hydro system and will work in close collaboration with their counterparts in
Information Technology (IT). Those Operational Technology (OT) assets span across the entire BC Hydro power system –
from generation stations to transmission lines, to distribution station and systems as well as telecommunication sites located
across the province. As an OT Cyber Security program expert embedded within the Integrated Planning business group,
you will help develop the Cyber Security Program for the OT assets at BC Hydro, while implementing existing controls. You
will provide direction and education to business areas and maintain expertise. You will also develop and maintain
knowledge of BC Hydro’s program’s methodologies, policies, and published practices.

This work is closely related to the Mandatory Reliability Standards (MRS) programs at BC Hydro, so you will also work
closely with them. You will be part of a multidisciplinary team of 14+ MRS Compliance Leads and Project Managers that
interacts with internal and external stakeholder resources in delivering a number of projects or initiatives related to Cyber
Security.

What you'll do

  • Ensuring OT Cyber Security programs are well defined and executed.

  • Developing, implementing, and maintaining procedures, programs, processes, internal controls, work instructions and
reports, associated with OT Cybersecurity.

  • Working collaboratively across the organization to ensure consistent practices and procedures are being adhered to
related to the assigned Cyber Security policies and standards.

  • Identifying vulnerabilities associated with BC Hydro systems and assets, assessing cybersecurity risk, and developing
mitigation strategies.

  • Developing reports with appropriate urgency on identified cyber security risks.

  • Performing cybersecurity risk assessments for projects initiatives.

  • Assessing the training, change management and engineering/field support requirements for OT Cyber Security.

  • Maintaining knowledge and awareness of industry practices and trends associated with OT Cyber Security.
  • Acting as technical and/or process lead for OT Cyber Security.

  • Assessing implications of new and revised OT Cyber Security Programs, providing comments, and developing estimates
of cost and resource requirements related to OT Cyber Security.

  • Verifying and Communicating alignment with applicable Cyber Security Policies and Standards.

  • Leading and/or participating in cybersecurity incident response activities including investigation, isolation, remediation and
mitigation .
  • Communicating technical issues to diverse audiences including senior leaders and executives.

  • Staying up to date with cyber protection and defense technology and new threats.

What you bring

  • Bachelor’s degree in engineering (Electrical, P&C or Telecom preferred) or other relevant fields such as computer science.

  • Relevant cybersecurity certifications such as GICSP, ISA/IEC 62443 certification(s), GCIP (Critical Infrastructure
Protection), CISSP, or equivalent is an asset.

  • A combination of OT/ICS-focused certifications and experience is strongly preferred.

  • Minimum of 10 years of experience in Cyber Security and/or the areas of power system asset planning, operation and
control, protection and control utility design, operations & maintenance of Operational Technology.

  • Preference given to candidates with demonstrated knowledge and understanding of Cyber Security related to OT assets
(Protection Relays, Telecom Systems, etc.) as well as a strong knowledge of P&C (Protection, Control and Automation)
devices and concepts. However, transferable experience will be considered.

  • Demonstrated experience on developing, managing or supporting OT Cyber Security programs.

  • Demonstrated P&C design, maintenance or planning experience is considered an asset for this position.

  • Working knowledge of NERC CIP suite of standards is an asset for this role.

  • Effective communication, presentation skills, including the ability to convey complex technical or procedural issues to
diverse audiences.

  • Strong relationship management, collaboration, and interpersonal skills.

  • Understanding of audit requirements, including the ability to analyze compliance quality, accuracy and adequacy.

  • Experience in Program or Project Management and Leadership skills required to lead a group of professionals.

  • A Valid Class 5: Driver's License Type is required.

eligible for immediate registration. In that case, the job title will be Specialist Engineer. Otherwise, the job title will be
categorized as a Project Manager 2.
