To support the growth of our surgical activities in Quebec City and Laval, we are seeking a Surgical Access and Administrative Services Manager. This key role directly contributes to the performance of our operating rooms by ensuring a smooth patient administrative journey, optimizing the pre-operative process, managing administrative teams, and continuously improving access operations. Your Role Reporting to the Operating Room Director, you will be responsible for all access activities, the pre-operative pathway, and administrative services supporting the operating rooms in Quebec City and Laval. In this role, you will lead the pre-operative and administrative teams, including the secretarial staff, and ensure the performance of processes that contribute to a smooth patient journey and the optimal use of operating room capacity. You will work closely with the operating room managers, responsible for clinical activities and the daily operations of the rooms, to ensure the alignment of operational priorities, the achievement of performance objectives, and the continuous improvement of services. You will also collaborate with clinical teams, human resources, finance, the quality and continuous improvement team, as well as various external partners. Through your inspiring leadership, rigorous management, and ability to optimize processes, you will contribute to improving access to services, supporting the growth of surgical activities, and ensuring the achievement of quality, efficiency, and organizational performance objectives.What you will accomplish
Mobilize and develop teams
- Ensure the complete management of the administrative offices and ensure optimal workload distribution.
- Supervise the pre-operative teams in both operating rooms.
- Plan staffing levels, manage schedules, absences, and replacement needs.
- Participate in the recruitment, onboarding, integration, and development of employees.
- Evaluate performance and foster a culture of collaboration, accountability, and continuous improvement.
- Support teams through organizational changes and evolving practices.
Optimize access to services and the performance of the patient journey.
- Manage the patient journey, from the initial surgical request to the surgery itself.
- Follow up on requests, submissions, reminders, and waiting lists.
- Maximize the conversion rate and operating room occupancy.
- Proactively monitor available time slots and coordinate filling efforts in collaboration with operating room managers, clinics, and the call center team.
- Analyze the performance of activities under their responsibility and implement the necessary corrective actions.
- Contribute to achieving growth and operational capacity utilization objectives.
- Manage temporary accommodations and related services to provide an optimal experience for patients and their companions.
Ensure a smooth pre-operative pathway
- Coordinate the various administrative steps of the patient pathway.
- Ensure adherence to deadlines and compliance of the pre-operative process, particularly with regard to required examinations, forms, authorizations, and documents.
- Collaborate with clinical teams to ensure a simple, seamless, and safe patient journey.
- Reduce delays, bottlenecks, and avoidable cancellations.
Ensure the efficiency of administrative and support services
- Supervise and optimize administrative and financial activities by ensuring compliance with the billing cycle, accounts receivable tracking, adherence to administrative controls, and resolution of discrepancies.
- Manage and optimize suppliers, equipment, and support services by ensuring resource availability, maintenance tracking, and quality of services provided.
- Ensure compliance with administrative controls, internal policies, and authorization thresholds applicable to its areas of activity.
Manage Performance
- Develop and monitor performance indicators, such as pre-operative time, time to surgery, cancellation rate, conversion rate, operating room occupancy rate, and operating room capacity utilization.
- Deploy and manage performance dashboards.

You possess, in particular:
- University degree in administration (required), operations management, healthcare management, or a related field, or relevant experience (an asset).
- Minimum of 5 years of experience in managing teams and administrative processes
- Experience in the healthcare sector, in a surgical setting, or in a regulated environment (an asset).
- Experience in continuous improvement and process optimization.
- Excellent command of performance indicators and operational management.
- Inspiring leadership and excellent interpersonal skills.
- Strong customer, results-oriented, and committed to continuous improvement.
- Excellent organizational and prioritization skills.
- Excellent command of spoken and written French and English.
- Proficient with office software, dashboards, and management systems.
Work Location
- Quebec City (70%) and Laval (30%), with regular travel between the two operating rooms. A sustained on-site presence is required to support the teams and monitor operations.
