About the Company
Established in 1981, the Registered Insurance Brokers of Ontario (RIBO) is the self-regulatory body that licenses and oversees general insurance brokers in Ontario. With a mandate to protect the public interest, RIBO regulates the professional conduct and competence of over 22,000 licensees across the province. As Ontario’s insurance broker regulator, we play a critical role in ensuring consumer trust and maintaining high standards within the profession.
RIBO’s core responsibilities include setting qualification standards, licensing individuals and firms, monitoring compliance, developing regulatory policy, and addressing professional conduct concerns through complaints and discipline processes.
We currently have a vacancy and are seeking a full-time Investigator to join our Compliance, Conduct & Investigations team.
Position Summary
The Investigator plays a vital role in supporting RIBO’s public protection mandate by conducting fair, thorough, and timely investigations into complaints and potential breaches of the Registered Insurance Brokers Act, RIBO By‑laws, Regulations, and the Code of Conduct. Reporting to the Manager of Investigations, the Investigator is responsible for gathering, analyzing, and documenting evidence related to concerns raised about licensee conduct, ensuring all matters are handled with professionalism, consistency, and procedural fairness.
Investigators lead fact‑finding activities, including interviewing witnesses and licensees, obtaining confidential documentation, preparing investigation reports, and formulating recommendations for next steps. They work collaboratively with colleagues within the Investigations Department and across RIBO to ensure the effective management, administration, and transition of investigation files.
The Investigator also represents RIBO in formal regulatory processes, including presenting findings to the Complaints Committee and providing testimony at Discipline Hearings as required. Investigators are expected to embody RIBO’s values of fairness, integrity, sensitivity, and knowledge in all interactions with complainants, licensees, stakeholders, and colleagues.
Key Responsibilities
Conduct Investigations
· Investigate allegations of professional misconduct against licensees in accordance with the Act, Regulations, and Code of Conduct.
· Obtain and gather confidential documentation and information, including conducting interviews and taking statements from witnesses and registrants.
· Gather and analyze evidence; report on outcomes and recommend courses of action.
· Assess risk and potential harm to the public throughout the investigation and escalate matters requiring urgent regulatory attention.
· Prepare investigation reports, draft correspondence, and collaborate with other investigators.
· Administer investigations, including opening and closing files, recording evidence, and logging activities.
· Ensure accuracy and completeness of investigation data for reporting, trend analysis, and quality assurance purposes.
Communicate Findings and Support Regulatory Processes
· Respond to complainants, licensees, and other parties to explain RIBO’s jurisdiction, investigative steps, and outcomes.
· Present investigation findings to the Complaints Committee and Council members.
· Attend Discipline Hearings and provide testimony as required.
· Communicate with the public and industry members regarding proper practices and governance requirements.
Professional Knowledge and Continuous Improvement
· Remain current on industry issues, regulatory practices, legislation, and compliance trends.
· Provide feedback on investigative and complaints processes and participate in improvement initiatives.
· Work collaboratively with colleagues across the organization.
· Demonstrate flexibility and support organizational modernization.
· Model RIBO’s values of fairness, integrity, sensitivity, and knowledge.
Qualifications
Required:
· 5–10 years of experience in regulatory environments such as compliance, investigations, auditing, enforcement, complaints management, or a related field – not limited to the insurance sector.
· Bachelor’s degree in business, law, public administration, finance, criminology, or a related discipline.
· Working knowledge of legislation, regulatory frameworks, and administrative / tribunal processes, including documentation standards, procedural fairness, and privacy/confidentiality expectations.
Assets:
· CAIB, CIP, or insurance-related credentials.
· Experience in insurance brokerage operations.
· Experience conducting investigations, interviews, or hearings.
· French fluency.
Skills & Competencies· Excellent written and verbal communication skills, including clear and objective report writing.
· Strong interpersonal skills for conducting interviews with complainants, licensees, and witnesses.
· Demonstrated analytical and critical-thinking abilities, including the assessment of evidence and risk.
· Strong time‑management and organizational skills, able to manage multiple files concurrently.
· High level of integrity, sound judgment, and commitment to confidentiality.
· Ability to work both independently and collaboratively in a regulatory environment.
· Proficiency in Microsoft Office Suite and comfort using case‑management or evidence‑tracking systems.
