Are you a data and policy professional who wants to make a tangible difference in your community? The Affordable Housing and Homelessness Section at the City of Edmonton is looking for a skilled, collaborative, and analytical Planning and Data Analyst to join our team. In this role, you will help us address housing needs and coordinate the City's response to homelessness by turning complex data sets into meaningful, actionable insights, conducting independent research projects, and establishing evaluation frameworks. If you excel at data visualization, project coordination, and storytelling through metrics, your expertise can help shape the future of housing in Edmonton.

Reporting to the Program Manager of Policy and Planning, the Planning and Data Analyst supports projects and activities related to data and policy analysis to assess housing needs and track the City's progress on addressing them. You will work closely with social planners, data and policy specialists, and City-funded organizations to develop performance monitoring frameworks and respond to Council, public and data inquiries. This role is deeply collaborative, requiring you to understand the day-to-day operations of various teams to support the development of data-informed insights. You will be responsible for translating complex housing models or data into accessible public-facing tools, reports, and presentations for executive leadership and Council. Ultimately, your work will help evaluate the effectiveness of housing and homelessness programs and support evidence-based decision-making.

What will you do?

  • Support the development and/or monitoring of evaluation frameworks for major strategic initiatives, such as the Updated Affordable Housing Strategy and the Homelessness and Housing Services Plan
  • Design and provide customized, easy-to-implement data tracking solutions to build data solutions
  • Create public-facing dashboards, visual tools, and reports to transparently communicate the City's progress on housing initiatives to Council and the public
  • Monitor and update the City’s affordable housing inventory as required, including outreach to external partners
  • Evaluate Affordable Housing and Homelessness initiatives and programs and make recommendations.
  • Conduct environmental scans, jurisdictional reviews, and independent research to inform policy recommendations and assess legislative impacts
  • Lead independent projects including management of project scoping, timelines, and milestones for strategic housing initiatives
  • Contribute to updating strategic housing initiatives such as the City's Housing Needs Assessment through quantitative data analysis and qualitative engagement with housing organizations
  • Prepare and contribute to Council Reports, briefing notes, memorandums, presentations, evaluation summaries, and other relevant documents required to both internal and external parties
  • Support the implementation of strategic housing initiatives, manage timelines and ensure milestones are met

Qualifications:
  • Undergraduate Degree in Public Policy, Economics, Public Administration, Statistics, Urban Planning, or a related field
  • A minimum of five years of progressively responsible experience combining strategic and operational business planning, performance measures, business case development and data analytics

Assets:

  • A Master's degree in a related field is preferred
  • Experience with project management or leadership within a public sector environment
  • Three years of experience specializing in professional data analysis
  • Familiarity with application layer technologies and programming languages such as Google Workspace, Tableau, AppScript, AppSheet and Looker/Data Studio

Skills required for success:

  • Proficient at identifying trends within distinct data points and simplifying complex data models into a visual or narrative format for diverse audiences
  • Experienced in navigating the sensitivities of government
  • Experience responding to high-pressure, time-sensitive inquiries
  • Highly skilled at translating raw data outputs into practical policy recommendations and expressing complex ideas persuasively in writing and presentations
  • Advanced knowledge of primary and secondary research methodologies, including data collection, trend analysis, and results presentation
  • Strong relationship-building skills with the ability to utilize influence, mediation, and collaboration to resolve issues and navigate workplace culture

Conditions of Employment:

  • Hire is dependent on a Criminal Records Check (CRC) that is satisfactory to the City of Edmonton, and there may be a cost associated with this requirement

Work Environment:

  • This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52.
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement, and the incumbent will be notified in advance.
