Our team supports utility owners, municipalities, engineering firms, and contractors by providing experienced field personnel focused on safety, quality, regulatory compliance, and infrastructure protection. We are currently seeking an experienced Pipeline Protection & Construction Inspector to support natural gas utility and pipeline projects throughout the Lower Mainland. This field-based position combines pipeline protection, utility inspection, construction quality oversight, and compliance monitoring for natural gas distribution and transmission infrastructure.

Key Responsibilities

• Provide field inspection and construction oversight for natural gas utility and pipeline installations.
• Monitor excavation and construction activities occurring in proximity to existing gas mains, services, pipelines, and other underground infrastructure.
• Review construction drawings, specifications, permits, utility records, and project documentation prior to commencement of work.
• Verify installations are completed in accordance with approved construction drawings, project specifications, client standards, regulatory requirements, and applicable codes.
• Confirm utility locations in the field through records review, locating activities, daylighting, and field verification.
• Perform or verify utility locating activities and maintain accurate utility markings.
• Monitor hydrovac excavation, hand excavation, trenching, directional drilling, and mechanical excavation around existing facilities.
• Ensure required clearances and safe excavation practices are maintained around underground utilities and natural gas infrastructure.
• Monitor exposed facilities to verify adequate support, protection, and damage prevention measures are maintained.
• Monitor polyethylene (PE) pipe installation activities, including butt fusion, electrofusion, and socket fusion operations.
• Verify fusion technicians are properly qualified and performing work in accordance with approved procedures and manufacturer requirements.
• Monitor steel pipe welding activities and verify compliance with approved welding procedures, project specifications, and applicable standards.
• Monitor pressure testing activities, including pre-test preparation, test execution, documentation, and acceptance criteria.
• Review fusion records, welding records, pressure test documentation, and quality control reports for completeness and compliance.
• Inspect construction activities for conformance with client standards, quality requirements, and approved construction practices.
• Identify deficiencies, non-conforming work, safety concerns, and deviations from approved procedures, specifications, or standards.
• Coordinate with contractors, client representatives, project managers, utility owners, and field personnel to resolve field issues.
• Prepare detailed daily inspection reports, field notes, photographs, and quality documentation.
• Immediately report utility conflicts, damaged infrastructure, non-compliant work, safety concerns, and environmental incidents.

Required Qualifications

• Minimum 3 years of experience in natural gas utility construction, pipeline inspection, utility inspection, pipeline protection, or underground infrastructure projects.
• Previous utility locating experience.
• Current API 1169 Pipeline Construction Inspector Certification.
• Experience inspecting natural gas distribution and transmission installations.
• Experience monitoring PE pipe installations, including butt fusion, electrofusion, and socket fusion activities.
• Experience monitoring steel welding activities, pressure testing, commissioning, and quality assurance processes.
• Strong understanding of underground utility construction practices and damage prevention requirements.
• Experience interpreting construction drawings, specifications, standards, and as-built documentation.
• Knowledge of excavation practices around active underground utilities and pipelines.
• Strong written and verbal communication skills.
• Proficiency with digital reporting and field documentation systems.
• Ability to work independently in a field environment.
• Valid Class 5 BC Driver's Licence.
• Proficiency with digital reporting, field documentation, email, Microsoft 365, Adobe Acrobat

Preferred Qualifications

• Ground Disturbance Level II Certification.
• Utility locating certification or formal locating training.
• Experience working on natural gas utility projects.
• Experience with transmission pipeline construction, maintenance, or integrity projects.
• Experience with municipal underground utility construction projects.
• Familiarity with BC 1 Call processes and utility coordination requirements.
• Experience monitoring horizontal directional drilling (HDD) operations.

Technical Knowledge The successful candidate should possess working knowledge of:

• CSA Z662 Oil and Gas Pipeline Systems
• Natural gas utility construction practices
• Utility and pipeline construction standards
• PE pipe installation and joining methods, including butt fusion, electrofusion, and socket fusion
• Steel pipeline welding requirements
• Pressure testing and commissioning procedures
• Quality assurance and quality control requirements
• Utility locating principles and practices
• Ground disturbance regulations and damage prevention requirements
• Hydrovac excavation and daylighting procedures
• Pipeline crossings and utility conflict management
• Construction inspection and reporting practices

Work Environment

• Primarily field-based throughout the Lower Mainland and Fraser Valley.
• Outdoor work in varying weather conditions.
• Combination of urban utility construction, municipal infrastructure projects, subdivision developments, and natural gas utility installations.
• Day shifts with occasional evening, night, and weekend work depending on project requirements.
• Travel between project sites is required.

Pay range: $45- $55 per hour

Pay: $45.00-$55.00 per hour
