Job Summary
We are seeking a dynamic and detail-oriented Recruiting Specialist to join our Human Resources team. The ideal candidate will be responsible for sourcing, attracting, and hiring top talent across various departments. This role requires excellent communication skills, strong negotiation abilities, and proficiency with HRIS systems and applicant tracking tools. The Recruiting Specialist will play a key role in enhancing our talent acquisition strategies and ensuring a seamless hiring process aligned with company goals.
Duties
- Prepare candidate submissions, including resource matrices, résumé compliance assessments, mandatory and rated criteria responses, security clearance documentation, and supporting evidence for government procurement processes.
- Develop and validate resource matrices to demonstrate candidate compliance with solicitation requirements, ensuring all mandatory and rated criteria are accurately substantiated.
- Coordinate the preparation of bid-ready candidate packages, including résumés, resource grids, reference information, security documentation, and supporting procurement deliverables.
- Review candidate qualifications against solicitation requirements and prepare compliance matrices to support government proposal submissions.
- Create detailed candidate evaluation matrices that map experience, education, certifications, and project history to procurement criteria and evaluation requirements.
- Coordinate resource onboarding and ensure compliance with contractual and security requirements.
- Maintain consultant inventories and talent pools aligned with Government of Canada professional services streams. Develop and execute effective sourcing strategies using HR sourcing tools and ATS platforms to identify qualified candidates.
- Conduct thorough interviews to assess candidate skills, cultural fit, and potential contributions to the organization.
- Manage the full recruitment lifecycle: job posting, screening resumes, cold calling potential candidates, and onboarding new hires.
- Collaborate with hiring managers to understand staffing needs and develop targeted lead generation initiatives.
- Negotiate offers with candidates ensuring alignment with company policies and candidate expectations.
- Maintain strong relationships with candidates through effective communication and follow-up throughout the recruitment process.
- Support training & development programs by identifying talent gaps and participating in employee relations efforts to improve retention.
- Conduct research on industry trends to improve sourcing techniques and recruitment strategies.
Experience
- Experience preparing and validating candidate submission packages for Government of Canada procurement opportunities, including résumé reviews, compliance matrices, mandatory and rated criteria responses, security clearance documentation, reference validations, and supporting evidence to demonstrate resource qualifications and solicitation compliance.
- Proven experience in talent acquisition or human resources recruitment roles.
- Familiarity with ATS platforms.
- Demonstrated ability in negotiation, interviewing, and candidate assessment techniques.
- Excellent communication skills with the ability to engage effectively with candidates at all levels.
- Experience in cold calling, lead generation, and research to identify potential talent pools.
- Knowledge of HR functions such as employee relations and training & development is a plus.
