Specialist Engineer (Distribution)

What you'll do

The Distribution Engineering Division is responsible for engineering work on BC Hydro’s Distribution system, to contribute to
the safe and reliable operation of BC Hydro’s electric system while meeting the requirements of system planners,
regulators, customers, and other stakeholders. The key activities provided by Distribution Engineering include engineering
distribution system projects and programs to improve system performance and provide safe reliable interconnection to BC
Hydro distribution connected customers (load and generators), acting as the Owner’s Engineer for externally engineered
distribution system projects and programs to ensure consistent delivery of work to BC Hydro requirements, and providing
expert technical services to internal partners for the safe reliable operation of the distribution system.

Distribution Engineering has an exciting opportunity for a Specialist Engineer on the Programs team. This role will lead
technical expertise in distribution system engineered solutions.

In this position, you will:

  • Act as the lead engineer or technical lead in the delivery of engineering solutions to address specific issues or challenges
on the distribution system and that align with BC Hydro’s long-term goals. Support program delivery in assessing asset and
system risk, translating findings into clear engineering guidance, standards, and decision criteria to enable programs to
systematically eliminate or mitigate risks on the distribution system. Monitor and promote new tools, methodologies,
technologies, products, and equipment, driving the adoption of best practices within Distribution Engineering and BC Hydro.

  • Participate in serious incident failures and address unique technical corrective actions that come from Serious Incident
Root Cause Analysis. Gain the trust and confidence of customers, stakeholders, and key partners, ensuring clear
communication and alignment with selected engineering resolutions. Work closely with different groups using your expertise
to bridge communication and ensure success of related distribution works.

  • Provide engineering expertise and technical input to Distribution Asset Planning led equipment and maintenance
standards. Lead and support the development of equipment and maintenance standards for non-standard distribution
materials. Collaborate with Distribution Standards and Distribution Asset Planning to support the development and piloting
of new products, materials, and methods, ensuring alignment with evolving technical requirements and industry best
practices. Provide technical input to Distribution Asset Planning led reviews of critical spares and system sustainability
considerations.

  • Support distribution maintenance programs by providing engineering insight and recommendations to support Distribution
Asset Planning and Operations decision-making. Support Distribution Asset Planning led asset risk assessments by
identifying technical risk drivers, constraints, and potential mitigation options based on engineering judgment. Perform
detailed engineering design as required to support capital or maintenance delivery. Provide technical input into outage
mitigation and constructability considerations in support of Distribution Asset Planning led end-of-life replacement programs.
Support in the development of end-of-life asset replacement strategies by identifying ways to streamline procedures and
take smart risks by evaluating trade-offs with engineering decisions.

  • Act as Owner’s Engineer by reviewing and providing expert-level feedback on complex plans, designs, and system
alterations. Act as Engineer of Record ensuring compliance with technical standards and regulations. Review estimates for
complex distribution projects, ensuring technical accuracy and alignment with business goals.

  • Be a leader in working safely and efficiently. Demonstrate strong commitment to safety and create a safety culture where
safety is first, and employees are recognized for safe performance and compliance with safety regulations and safe work
practices.

  • Lead by example by demonstrating BC Hydro’s commitment to a diverse, respectful and inclusive workforce.

  • Advocate for professional practice and ensure team members are knowledgeable about professional practice
requirements, and their work complies with the Engineers and Geoscientists BC Quality Management Guidelines.

What you bring

  • Graduated with a Bachelor’s or advanced degree in Electrical Engineering (ideally Power Engineering) recognized by
Canadian Universities.

  • Registered, or eligible for immediate registration, as a Professional Engineer with Engineers and Geoscientists of British
Columbia (EGBC). The individual shall be proficient with EGBC quality management guidelines, continuing education
requirements and code of ethics.

  • 10+ years experience of progressive and comprehensive engineering experience in the transmission and distribution utility
business particularly in the design, engineering and maintenance of distribution lines at or below 35kV, including design
standards, emergency response, technical report writing, and the ability to undertake technical design reviews.
Applicants who do not meet the full qualifications or those with lesser work experience may be considered for a lower-level
position.

  • Demonstrated decision-making skills that include sound risk management, business, and technical judgement
considerations.

  • Demonstrated strong management, leadership, relationship management, conflict resolution, and interpersonal skills.

  • Demonstrated experience in effectively coaching, developing, and mentoring staff.

  • Demonstrated ability to successfully lead and deliver complex utility and distribution projects and engineering solutions
through strong project management skills and a customer service attitude.

  • Demonstrated commitment to learning and development.

  • Demonstrated behaviour that upholds a culture of safety.

  • Very strong verbal and written communication, presentation, leadership, interpersonal and facilitation skills, and ability to
work effectively in a team environment are essential.

  • Ability to analyze and resolve challenging and unusual engineering problems independently and understand and
appreciate implications of costs, operability, constructability, and safety.

  • Must be familiar with construction challenges in the public environment and be familiar with authority having jurisdiction
submission and permitting requirements.

  • Proficiency with electrical analysis software (such as CYME).

  • Proficiency with Microsoft Office (Word, Excel, Outlook, SharePoint).

  • Proficiency with Adobe Acrobat Pro, BlueBeam and AutoDesk Design Review and other drawing markup tools

  • Have a Valid Class 5 Driver's License.

The successful candidate will be required to work from the BC Hydro office in Burnaby, but considerations will be made for
those already working in Vernon or Victoria, BC.


The successful candidate will be required to travel to sites and locations within BC, including remote locations and
sometimes outside of the province/country.

A condition of employment for this job is that you maintain the following requirements in good standing: Driver's License
Type = Class 5
