How will you contribute?

We are looking for a dynamic and self-motivated professional to oversee the provision of real-time captioning services and production of the transcripts of the Senate, published as the Debates of the Senate and committee proceedings, as well as captioning services for some Senate-sponsored events.

As a member of the Communications Directorate, you will supervise the real-time captioning of the Senate Chamber, committee meetings and parliamentary conferences. You will also manage the day-to-day production process, coordinate work priorities and oversee the flow of documents and information within the Legislative Services Sector to enable the timely creation of transcripts. In this role, you will contribute to preserving the rich history of parliamentary debates and to ensuring Canadians can access the written records of Senate proceedings.

As Team Lead for Parliamentary Reporters and Scopists, you will provide supervision and coordination of transcription and real-time captioning activities in collaboration with the Senior Parliamentary Reporters, while ensuring service quality, meeting production deadlines and supporting the ongoing development of team members

The incumbent will play a key role in the day-to-day management of the Debates office and in the implementation and use of new technologies to continue to modernize the production, publication, sharing and management of transcripts. The incumbent will also serve as a resource person for the specialized tools used in the production process.

The general public to staff one (1) indeterminate full-time position in the Communications, Broadcasting and Publications Directorate.

Priority will be given to successful candidates located in Ottawa or willing to relocate; however, due to the unique nature of this role, we may consider remote work arrangements in defined situations.

Prerequisites

• Successful completion of secondary school and graduation from a recognized stenographic school or membership in good standing in a recognized professional stenographic association, or successful completion of secondary school and an acceptable combination of education, training and experience as a stenographer;
• Minimum of 5 to 7 years of experience in broadcast captioning and/or reporting court or other proceedings such as hearings using a recognized stenographic reporting method (machine stenography or stenomask/voicewriting stenography) at a highly proficient level;
• Certification in machine stenography or stenomask/voicewriting stenography;
• Knowledge of transcript production, CART, and closed captioning software used in real-time stenographic reporting environments;
• A minimum of two (2) years of experience providing computer-aided transcription in real-time mode.

Asset Qualifications (may be applied/assessed at a later date)

• Experience in broadcast captioning and/or reporting court or other proceedings such as hearings using BOTH recognized stenographic reporting methods (machine stenography or stenomask/voicewriting stenography);
• Knowledge of Parliament and the Canadian political landscape;
• Experience working in XML
• Experience coordinating production activities, providing functional leadership or supervising teams;
• Experience working in a parliamentary or legislative assembly environment;

• Knowledge of the rules, regulations, policies, procedures and standards of the organization, as well as an excellent understanding of how the Senate and its committees function;
• Certification from a professional reporting association.

In addition to the indicated annual salary, the incumbent is eligible for additional compensation in the form of a real-time bonus stipend.
