About the Company
British Columbia Marine Logistics (BCML) is a marine-based safety and emergency response company currently serving the Howe Sound in Squamish, BC. Our mission is to protect people, the environment, and assets through professional, rapid-response services on and around the water. We provide on-site emergency response services in technical rescue, marine rescue, wildland fire fighting, environmental protection, and emergency medical support to marine and shore-based operations for the WLNG project.
Position Overview
The Marine Coordinator is responsible for coordinating and monitoring vessel movements on a large marine construction project accessible primarily by water. Working as part of a team to ensure all marine subcontractors and vessel operators adhere to applicable maritime regulations, project requirements, and industry best practices. The Marine Coordinator serves as a subject matter expert in marine operations and may lead project initiatives, working groups, and contractor coordination efforts.
Key Responsibilities
- Coordinate marine traffic in and out of the project, including setting of routes and speeds.
- Inspect and audit vessels, certifications, training, and competencies. Coordinate audits and inspections with marine subcontractors.
- Set minimum vessel operating standards.
- Exercise authority to restrict, suspend, or deny vessel access to the project where minimum safety, certification, or operational requirements are not met.
- Coordinate additional marine resources in support of emergency response activities, including rescue, spill response, and man-overboard incidents.
- Coordinate dock use, ferries and water taxis. Track vessel compliance for point of departure and point of destination.
- Assist contractors with marine hazard identification and mitigation planning.
- Conduct project marine orientation for all vessel operators.
- Record and track vessel operator certifications.
- Review vessel documentation to confirm that it is suitable and meets minimum requirements for project operations.
- Provide input regarding marine management practices and update project-related documents.
- Coordinate with the BCML or International SOS (“ISOS”) Emergency Response Team, in case of marine emergency.
- Attend and coordinate meetings with multiple contractors and vessel operators.
- Develop, maintain, review, and continuously improve marine operational procedures, forms, standards, training materials, and project documentation.
Health, Safety & Environment Support
- Adhere to all laws and regulations under the Canada Labour Code and/or WorkSafeBC regulations.
- Follow Standard Operating Procedures (SOPs), Safe Work Practices (SWPs) and job site specific policies and procedures to always protect yourself and others.
- Wear and use PPE correctly and as it is intended.
- Support and participate in HSE initiatives including safety inductions, toolbox talks, hazard identification, incident investigations, corrective actions, and assist with training drills (including rescue and evacuation simulations).
- Monitor and promote occupational health and hygiene best practices (e.g., cleanliness and appearance, monitoring fatigue and adequate rest, adequate hydration, heat or cold stress).
Administrative Compliance Duties
- Ensure all toolbox talks and Field Level Hazard Assessments (FLHA’s) are read, understood and signed in a timely manner.
- Maintain full compliance with applicable legislation, company policies, and industry standards.
Key Success Indicators
- Safe and efficient marine traffic coordination.
- Zero preventable marine incidents.
- Accurate vessel and operator certification tracking.
- Timely completion of marine inspections and audits.
- Effective coordination between contractors, vessel operators, and emergency response resources.
- Development and maintenance of accurate, current, and effective marine operational proceduresand project documentation.
Qualifications/Experience/Skills
- 7+ years of progressive marine operations experience.
- Minimum 3 years coordinating marine operations, vessel traffic, marine logistics, or contractor marine activities on a commercial or industrial project.
- Demonstrated experience developing, implementing, and maintaining marine operational procedures, standards, and management systems.
- Demonstrated ability to influence and coordinate multiple marine contractors operating under different management systems and procedures.
- Experience conducting vessel inspections, audits, and compliance reviews.
- Strong commitment to safety and compliance practices within the maritime industry.
- Advanced proficiency in marine communication systems (VHF Radio, AIS, Radar, ECDIS).
- Comprehensive knowledge of Canadian maritime regulations, vessel operations, and industry best practices.
- Familiarity with water taxis, large passenger vessels and tugboats.
- Familiarity with marine software and systems (chart and navigation software).
- Familiarity with local waters in and around Squamish and Howe Sound, British Columbia.
- Proven history of successfully leading and managing cross-functional teams.
- Strong leadership and decision-making abilities are essential for this role.
- Good analytical and critical thinking skills.
- Ability to work in a fast-paced, dynamic environment, handling multiple priorities and effectively managing unexpected challenges or crises.
- Excellent listening, interpersonal, written, and verbal communication skills with a proactive approach to building and maintaining effective relationships with stakeholders and regulatory authorities.
- Ability to understand and follow chain of command.
- Exceptional leadership qualities, time management and organizational skills.
- Ability to work independently with minimal supervision and exercise sound judgment in operational decision-making.
Certifications and Minimum Requirements
- Possess the qualifications, training, and documented sea service required to obtain a Transport Canada Master Limited Certificate, or currently hold a Master Limited 60 GT, Master 150 GT, or higher certificate.
- Strong knowledge of Canadian maritime regulations.
- Experience coordinating commercial vessel operations.
- Demonstrated experience writing, revising, and maintaining operational procedures, standards, management plans, and training documentation.
Preferred
- Experience on major construction projects
- Familiarity with Howe Sound and Squamish waters
- ICS training
- Experience with AIS, radar and ECDIS
- Experience with document management systems
Working Conditions
- Able to work a rotational schedule that includes a 12-hour day or night shift, 14 days on followed by 14 days off
- Remote camp-based position for non-Squamish residents.
- Capable of working independently in an office for extended periods of time.
- On occasion will be required to operate a small commercial vessel.
- Able to access marine facilities, docks, barges, and vessels safely in varying weather and site conditions.
