Hybrid Job: This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.
Make a difference
Reporting to the Manager, Centre for Advancing the Interests of Black People (the Centre), the Policy, Planning and Coaching Consultant (PPCC) plays a key role in advancing the Centre’s next phase of strategic work. This phase focuses on developing frameworks and systems that support Black tenants, staff, and communities to thrive through proactive engagement, resilience-building, and environments where Black residents and staff can flourish and reach their full potential.
The PPCC leads strategic policy development and key initiatives within the Centre. Working with tenants, staff, and stakeholders, they help embed a shared vision of Black thriving and coach TCHC leaders and staff through change management processes that move the organization toward that vision. As an experienced policy analyst and advisor, the PPCC applies equity and anti-Black racism lenses while consulting with business units across the organization to strengthen policy development.
What you’ll do
- Lead strategic policy development and review to embed Black Thriving principles into TCHC programs, procedures, and service delivery models, ensuring policies actively dismantle barriers and enable equitable outcomes
- Design and operationalize policy frameworks and governance structures that translate the emerging Black Thriving Framework into clear standards, accountability mechanisms, and implementation pathways across divisions
- Provide evidence-based policy advice and options analysis to senior leadership, aligning recommendations with the CABR Strategy, TCHC Strategic Plan (2025–2029), and priority outcomes for Black tenants and staff
- Lead cross-divisional policy planning processes by co-developing workplans, setting targets, and coordinating implementation tables that drive organizational alignment toward Black thriving outcomes
- Integrate identity-based data, research, and lived experience insights into policy development, including defining enablers and barriers to Black thriving and embedding measurement frameworks for impact tracking
- Coach and build capacity of leaders and staff to apply anti-Black racism and Black Thriving lenses in policy design, decision-making, and operational practices
- Engage tenants, staff, and community stakeholders in policy co-creation, ensuring policies reflect community-defined priorities and support sustained, asset-based approaches to thriving
- Monitor, evaluate, and continuously improve policy effectiveness by establishing performance metrics, reporting on outcomes, and recommending system-level adjustments to strengthen impact
What you’ll need
- Post-secondary education in Public Administration, Health and Human Services, Equity Studies or other relevant field (e.g. Public Health, Social Work, Urban Planning, Women and Gender Studies)
- 5 + years in a public sector or non-profit setting, conducting strategic policy development, implementation and evaluation related to Anti-Black Racism, Urban Planning and Development, or Community Safety and Well-being
- Demonstrated ability to formulate multi-level (unit, division and organization) plans and execute complex organization wide program implementations
- Strong knowledge of anti-Black racism and its manifestations across structural forms
- Strong knowledge of anti-Black racism and anti-oppression principals
- Strong consultancy, stakeholder engagement and research skills
- Strong analysis and critical thinking skills
- Experience with change management and organizational transitions
- Experience managing several projects simultaneously both independently and with groups
- Excellent verbal and written communication, presentation, and interpersonal skills
- Advanced Microsoft PowerPoint, Word and Excel skills
- Strong organizational, time management, prioritization, conceptual, and planning skills
- Be motivated by what is possible and solution oriented
- An exceptional team player who is ambitious for the success of others
- A proven ability to interact effectively with and engage a variety of stakeholders
