Position Summary
Reporting to the First Nation Manager, the Health and Social Services Manager (HSSM) is responsible for the strategic leadership, development, and delivery of culturally grounded health and social programs within the Mississaugas of Scugog Island First Nation community. This role ensures that services are responsive to the unique needs of community and reflect Indigenous values, traditions, and approaches to wellness. Working closely with the First Nation Manager, the HSSM oversees a multidisciplinary team and coordinates programs that support physical, mental, emotional, and spiritual well-being. The position involves planning, budgeting, staff supervision, and partnership development with external agencies and funders. A key focus is on advancing community self-determination in health and social service governance, while ensuring compliance with relevant legislation and funding agreements. The HSSM plays a vital role in promoting holistic wellness, advocating for community priorities, and fostering a safe, inclusive, and culturally respectful environment for all.
Key Responsibilities
Strategic Leadership & Planning
- Develop and implement health and social service strategies that reflect MSIFN’s vision and priorities, while providing strategic direction to staff to ensure alignment with community goals.
- Collaborate with the First Nation Manager and Chief & Council to ensure culturally grounded services, and facilitate consistent communication across departments and with external stakeholders.
- Responsible for employee management functions including recruitment, coaching, training, performance evaluation, and assessment of employee resources to ensure they effectively support a respectful, inclusive, and growth-oriented workplace
Program Implementation & Oversight
- Develop, implement, and assess health and social programs that respond to community needs and promote holistic well-being.
- Ensure services address physical, mental, emotional, and spiritual health while upholding ethical standards and protecting client privacy.
- Collect and analyze program data to evaluate impact, guide continuous improvement, and support policy advocacy.
Regulatory Compliance
- Manage and maintain adherence to all applicable health and social service legislation, regulations, and governance standards.
- Ensure employees and service providers meet certification, licensing, and background screening requirements.
- Develop internal compliance protocols, training, and policies, and monitor legislative changes to support ongoing regulatory alignment.
Finance Management
- Develop and manage the annual budget for health and social services, including forecasting, monitoring expenses, and ensuring cost-effective use of funds.
- Oversee the infrastructure, staffing, and operational resources required for effective service delivery.
- Manage provider contracts and agreements, and prepare comprehensive funding proposals aligned with MSIFN priorities, ensuring compliance with reporting requirements.

Stakeholder Engagement
- Prepare reports for the First Nation Manager, Chief & Council, and community, while maintaining open and transparent communication with all stakeholders. Work closely with internal teams and external partners to support the effective delivery and success of health and social service initiatives.
- Build respectful, culturally guided relationships with clients, community members, and organizations to advance MSIFN priorities and uphold confidentiality and trust.
Pay: $65.15-$80.58 per hour
