DUTIES:

Reporting to the Health and Social Services Manager, the Health Services Supervisor is responsible for providing operational leadership, coordination, and oversight of community-based health programs and services. The role supervises a multidisciplinary team, including nursing and community-based staff, ensuring services are delivered in a high-quality, culturally responsive manner aligned with the needs of Members and the broader community.

The Health Services Supervisor provides operational leadership and administrative oversight of Health Services. Nursing staff maintain professional accountability for clinical nursing practice, regulatory and professional standards, and clinical decision-making within their respective scopes of practice. The Health Services Supervisor works collaboratively with the nursing team to support safe, effective, and high-quality service delivery.

• Lead, supervise, and support the Health Services team by providing operational leadership, coaching, performance management, corrective action, scheduling, workload distribution, and service coverage in alignment with MSIFN policies, applicable legislation, and professional standards.
• Manage the day-to-day operations of community health programs, ensuring effective service coordination, appropriate staffing levels, continuity of care, and responsive, client-centered service delivery.
• Ensure programs and services are culturally safe, trauma-informed, and grounded in Indigenous values, traditions, and community strengths, supporting holistic wellness for individuals and families.
• Contribute to departmental strategic planning and lead the development and implementation of program work plans aligned with MSIFN priorities, funding requirements, and community-identified needs.
• Support recruitment, onboarding, training, competency development, staff attendance tracking, leave and timesheet approvals, accommodation planning, and ongoing accountability across the team.
• Promote a respectful, inclusive, and collaborative work environment that encourages teamwork, innovation, conflict resolution, open communication, and shared problem-solving.
• Receive and respond to inquiries, concerns, and complaints from staff and community members, supporting mediation, conflict resolution, and investigations using fair, transparent, and culturally appropriate approaches.
• Develop and maintain collaborative relationships with internal departments, including Social Services, and with external service providers and community partners to support coordinated and integrated service delivery.
• Lead continuous quality improvement initiatives by monitoring program outcomes, evaluating service effectiveness, and ensuring accurate data collection, documentation, and reporting for program accountability, compliance, funding requirements, and evidence-based service enhancements.
• Oversee program budgets, expense tracking, procurement processes, and financial reporting to ensure responsible use of resources and alignment with funding agreements and organizational priorities.
• Lead and support health promotion, prevention, and wellness initiatives that respond to community needs and improve overall health outcomes.
• Maintain compliance with health regulations, privacy legislation, occupational health and safety requirements, MSIFN policies, and professional and organizational standards.
• Act as a resource and backup to the Social Services Supervisor and broader Health & Social Services leadership team, contributing to cross-departmental initiatives, policy development, organizational planning, emergency preparedness planning, and community emergency response activities as required.
• Perform other duties as assigned.

PAY GRADE: $43.22-$48.79

MINIMUM QUALIFICATIONS:

• Bachelor's degree in Nursing (BScN), Public Health, Health Administration, Health Sciences, Community Health, or a related field. A combination of relevant education and leadership experience may be considered.
• Current registration in good standing with the College of Nurses of Ontario, if applicable.
• Minimum 3 years of relevant experience in community-based health services or public health, including supervisory responsibility.
• 5 years total work experience or an equivalent combination of education, training, and experience as deemed by the Hiring Panel.
• Experience supervising multidisciplinary teams.
• Experience in program planning, service delivery coordination, and operations.
• Experience managing budgets, funding agreements, and reporting.
• Demonstrated ability to lead, supervise, coach, and support multidisciplinary health teams while fostering a respectful, accountable, and high-performing work environment.
• Strong ability to plan, implement, and evaluate community-based health programs and services with a focus on quality, accessibility, continuity of care, and community needs.
• Knowledge of and respect for Indigenous cultures, traditions, and community dynamics, with the ability to support culturally safe, trauma-informed, and identity-affirming service delivery.
• Excellent verbal and written communication skills, including the ability to prepare reports, facilitate meetings, and engage professionally with staff, leadership, community members, and external stakeholders.
• Strong analytical and critical-thinking skills, with the ability to assess complex situations, identify risks, and implement timely, effective, and culturally appropriate solutions.
• Working knowledge of relevant legislation, regulations, privacy laws, public health guidelines, occupational health and safety requirements, and best practices in service delivery and workplace operations.
• Proficiency in Microsoft Office Suite, data collection, documentation, reporting, and case management systems used to support evidence-informed decision-making and continuous quality improvement.
• Ability to work independently and collaboratively within a multidisciplinary team, maintain confidentiality, and facilitate the resolution of conflicts to maintain a positive and productive work environment.
• Valid driver's license and $1M liability insurance.
• CPIC/VSS acceptable to position upon conditional offer.
• Experience working with First Nation or Indigenous communities is considered an asset.
• An equivalent combination of education, training, and experience, as deemed appropriate by the hiring panel, will also be considered.
