Women’s Justice and Transitional Housing

The Position

The Program Manager, Women's Justice & Transitional Housing is responsible for the planning, coordination, implementation, and oversight of justice-focused and transitional housing programs for women and gender-diverse people experiencing homelessness, justice involvement, and other complex barriers. The role provides operational, clinical, financial, and people leadership to ensure high-quality participant-centered services aligned with Stella's Circle's mission and strategic priorities. As a member of the Full Management Team, the Program Manager contributes to organizational planning, partnership development, and continuous improvement initiatives.

What You’ll Do

· Leads the planning, implementation, evaluation, and continuous improvement of the Women's Justice and Transitional Housing programs, ensuring services are trauma-informed, participant-centered, evidence-informed, and aligned with organizational priorities and funder expectations.

· Oversees program operations, including referral, intake, assessment, service planning, participant supports, and quality assurance processes to ensure consistent and effective service delivery.

· Monitors program performance, participant outcomes, and emerging community needs, implementing improvements and innovative approaches to strengthen program effectiveness and responsiveness.

· Provides leadership, supervision, coaching, performance management, and clinical consultation to the program team, fostering accountability, professional development, collaboration, and high-quality participant care.

· In collaboration with People & Culture, participates in recruitment, selection, and onboarding activities, providing program-specific input and supporting the integration of new staff.

· Facilitates regular team meetings and supports workforce planning, scheduling, staff development, and performance management to ensure effective service delivery and team accountability.

· Oversees program budgets, funding agreements, reporting requirements, policies, procedures, data collection, and operational processes, ensuring compliance with organizational standards and contractual obligations.

· Ensures the effective management of program facilities, operational resources, and risk management practices to support safe, efficient, and sustainable service delivery.

· Builds and maintains collaborative relationships with Correctional Services Canada, government departments, community organizations, and other stakeholders to strengthen service coordination and support systems-level responses to homelessness, justice involvement, and gender-based vulnerabilities.

· Represents Stella's Circle on committees, working groups, and community initiatives, contributing to organizational visibility, advocacy, and sector leadership.

What You’ll Bring

· Post-secondary degree in Social Work, Psychology, Nursing, Human Services, or a related discipline. A post-graduate degree is considered an asset.

· Registration and good standing with the applicable professional regulatory body, where applicable.

· Minimum seven (7) years of progressive experience in mental health, housing, homelessness, justice, or other complex community-based services.

· Minimum five (5) years of progressive leadership and staff supervisory experience.

· Demonstrated experience in program development, implementation, evaluation, and continuous quality improvement.

· Strong knowledge of trauma-informed practice, harm reduction, recovery-oriented approaches, and the social determinants of health.

· Demonstrated ability to build collaborative relationships with community partners, government agencies, and justice-sector stakeholders.

· Strong leadership, communication, organizational, and problem-solving skills.

· An equivalent combination of education, training, and experience may be considered.

· Current Criminal Record Check with Vulnerable Sector Screening.

· Reliability Status (federal clearance) with Public Services and Procurement Canada, or willingness to obtain.

· Valid driver’s license and access to a reliable, insured vehicle.

· Must be insurable on agency vehicles.

· Current certification in Standard First Aid and CPR.

The Details

This is a full-time permanent position. The salary range for this position is $84,712.47 - $91,639.19. Stella’s Circle offers health and dental, long-term disability, life insurance, matching RRSP plan, sick leave, personal leave, management leave, birthday leave and three weeks vacation as well as 15 statutory holidays and summer hours.
