Summary of responsibilities:

The Senior Advisor, Operational Procedures is responsible for developing, maintaining and the continuous improvement of various CATSA’s operational and procedural documents (including the Standard Operating Procedures), as well as related guidance material that supports CATSA’s screening operation and organizational objectives. This position provides expert advice on enforcement and operational matters, conducts research and analysis to inform decision-making, and collaborates with internal and external stakeholders through national and local working groups to address issues, advance initiatives, and promote the consistent application of screening procedures across the organization. The Senior Advisor, Operational Procedures performs all other duties and responsibilities related to the position as required.

Key Tasks and Responsibilities:

• Leads the ongoing development, writing, and issuance of procedural documentation on both a scheduled and ad-hoc basis.
• Identifies and evaluates risk areas in operational procedures and provides sound recommendations for continuous improvement.
• Provides procedural advice, guidance, and interpretation to support the development, implementation, and enhancement of CATSA’s operational policies and procedures, including best practices to ensure compliance.
• Supports the Manager, Regulatory Affairs and Operations Policy in supervising the Operations Policy team.
• Fosters and maintain relationships with internal and external industry stakeholders.
• Coordinates with various teams within CATSA to discuss, develop and publish operational materials in a timely manner.
• Leads the consistent application of screening procedures and resolve operational issues related to screening operations.

What you need to succeed
To qualify for the position, you must have:

• Successful completion of a college diploma or university degree with a specialization in a related area of discipline.
• A minimum of six (6) years of experience in project management, in-depth research, testing, analysis, reporting, and developing procedures.
• A minimum of six (6) years of experience providing strategic advice and developing a wide range of materials, including briefing notes or presentations for senior management review and approval.
• Knowledge of operational, equipment and training requirements governing security-screening operations.
• Experience working in an environment that focuses on high standards of quality and tight deadlines.
• Experience managing diverse interests and balancing diverse client needs.

Valuable skills include:

• A minimum of three (3) years of experience in writing, editing, and comparative editing (English/French) of a wide variety of materials.
• Experience in project management in a field related to the management of transportation systems or airport environment.
• Experience using a variety of writing and editing tools/software (e.g., Adobe Acrobat InDesign).
• Knowledge of national and international legislative frameworks governing air transport security.
• Knowledge of CATSA's mandate and priorities, as well as an awareness of relevant legislation impacting CATSA.
• Knowledge of CATSA’s local airport operation environment.
• Knowledge of the air transportation industry.
