Samaritan’s Purse Canada (SPC) is excited to announce an incredible opportunity for a dedicated Canadian Health Outreach Technical Specialist to join our Canadian Ministry Projects team!

Samaritan’s Purse is a Christian international relief organization providing spiritual and physical aid to hurting people around the world. Since 1970, Samaritan’s Purse has helped meet the needs of people who are victims of war, poverty, natural disasters, disease, and famine with the purpose of sharing God’s love through His Son, Jesus Christ.

As the Canadian Health Outreach Technical Specialist, you will play a vital role in leading the feasibility assessment of a mobile health ministry designed to address healthcare gaps in rural, isolated, and post-disaster settings across Canada. You will conduct comprehensive analysis of regulatory, privacy, and licensing requirements to ensure compliant and effective service delivery within Federal and Provincial healthcare systems. This role offers a unique opportunity to work closely with the International Health Unit to study program infrastructure, including clinical guidelines and staffing models, while establishing key partnerships to support long-term program sustainability. As an integral member of the team, this role will also support SPC’s mission through participation in the daily prayer ministry.

The successful candidate will fulfill a full-time 1-year contract position in the Calgary head office. This position includes benefits of life insurance, medical/dental and short-term/long-term disability, and 15 vacation days per year to start.

Responsibilities

  • Leads the feasibility assessment of a mobile health ministry designed to address healthcare gaps in rural, isolated, and post-disaster settings across Canada.
  • Conducts comprehensive analysis of regulatory, privacy, and licensing requirements to ensure compliant and effective service delivery within Federal and Provincial healthcare systems.
  • Works closely with SPC’s International Health Unit to study the feasibility of program infrastructure, including clinical guidelines, staffing models, and related ministry programming.
  • Researches existing programmatic and technical solutions for the delivery of dental, vision, and medical care to populations in need in Canada.
  • Reviews and understands the requirements and limitations of healthcare professional licensure relevant to dental and medical volunteers.
  • Researches compliant patient information management systems (aligned with Canadian privacy legislation, e.g., PIPEDA/PHIP) to ensure legal documentation standards.
  • Determines local, provincial, and federal reporting requirements and develops appropriate reporting systems and processes.
  • Identifies, develops, and maintains relationships with local, provincial, and partner agencies, as well as Indigenous Services Canada, to assess the feasibility of clinic locations and support.
  • Identifies and assists in determining organizational and volunteer insurance needs within the Canadian environment.
  • Establishes key partnerships to support long-term program sustainability.

Qualifications

  • Qualified applicants must be committed to Christian values and precepts and be in agreement with the Samaritan’s Purse Statement of Faith.
  • Degree in Public Health, Community Health, Health Program Management, Medical Doctor, RN, or a related field.
  • Minimum of 2 years of experience, with experience in remote or First Nations healthcare considered an asset.
  • Thorough knowledge of rural and remote health programming and public health/clinical care in Canada.
  • General knowledge of public health, clinical care and response.
  • Demonstrated experience in program management, particularly in low-resource or crisis settings.
  • Proficiency in Microsoft Office Suite and database applications.
  • Demonstrated experience with technical report writing, editing, and document/policy/manual creation skills.
  • Excellent communication and interpersonal skills, with the ability to build rapport with diverse stakeholders.
  • Strong organizational and prioritizing skills, with the ability to manage multiple details and work well under pressure.
  • Proven problem-solving abilities and the capacity to be adaptable to changing priorities.
  • Valid Driver’s License required.
