Full job description

Under the general direction of the Supervisor, Plant Operations, the Charge Hand supports the delivery, coordination, and supervision of daily operations and maintenance of the designated physical plant, building systems, and site infrastructure.

The Charge Hand provides technical leadership to maintenance staff and is responsible for the efficient operation, maintenance, and performance of building systems, including HVAC, electrical, plumbing, life safety, and security systems. The role includes coordinating work through the CMMS, supporting administrative functions, monitoring expenditures, and contributing to procurement and policy development.

This is a working leadership position that combines hands-on technical duties with team coordination, contractor oversight, and quality assurance. The incumbent promotes a proactive approach to maintenance, energy management, and safety, and may lead small projects as assigned. Occasional work outside regular hours or in adverse conditions may be required to support operational requirements.


Nature of Work and Working Conditions

Royal Roads University operates a diverse, multi-use campus within a national historic site, consisting of academic, residential, heritage, and specialized facilities. This environment requires careful coordination of maintenance activities, including adherence to heritage preservation standards and environmental commitments that may exceed typical regulatory requirements.

Campus Operations supports both university functions and leased facilities, as well as events and community use, increasing the scope and complexity of service delivery.

The role involves regular interaction with staff, contractors, and external stakeholders. Work may include physically demanding tasks, exposure to varying weather conditions, and occasional schedule flexibility to meet operational requirements.

Primary Duties and Responsibilities

  • Coordinate and oversee daily maintenance operations, including assigning, tracking, and closing work orders through the CMMS.
  • Provide technical leadership and guidance to maintenance staff; monitor work quality and ensure compliance with codes, standards, and procedures.
  • Perform hands-on maintenance and troubleshooting of building systems, including HVAC, electrical, plumbing, and life safety systems.
  • Respond to emergencies by assessing requirements, directing resources, and coordinating repairs, including contractor support where required.
  • Assist with scheduling, time approval, and oversight of staff and on-call resources.
  • Support procurement activities, including preparing cost estimates and purchasing within delegated authority.
  • Coordinate and monitor contracted services to ensure quality, cost-effectiveness, and compliance with specifications.
  • Maintain and update preventative maintenance records, technical documentation, and system data.
  • Contribute to staff training, orientation, and performance feedback.
  • Support the development and implementation of safety programs, policies, and procedures (including WHMIS and SDS compliance).
  • Participate in meetings with internal stakeholders, contractors, and regulatory bodies as required.
  • Support departmental operations, including fleet and equipment oversight and special projects
Job Requirements

Education, Training, and Experience

  • Grade 12 diploma or equivalent.
  • 4th Class Power Engineering Certificate or applicable Red Seal trade certification.
  • Minimum five (5) years of recent, related experience in an institutional or similar environment, or an equivalent combination of education and experience.
  • Demonstrated knowledge of building systems, including HVAC, electrical, and life safety systems.
  • Experience with direct digital control (DDC) building automation systems.
  • Working knowledge of WHMIS, SDS, and occupational health and safety requirements.
  • Valid Class 5 BC Driver’s Licence.

Knowledge, Skills and Abilities

  • Strong leadership and team coordination skills, including the ability to assign, prioritize, and monitor work.
  • Effective communication skills, both verbal and written.
  • Technical expertise in building systems operation, maintenance, and troubleshooting.
  • Ability to manage administrative tasks, including CMMS, documentation, and reporting.
  • Knowledge of applicable safety regulations, including WCB requirements.
  • Ability to work independently and collaboratively in a team environment.

Preferred

  • Two (2) years of recent supervisory experience.
  • Experience with Delta Controls DDC systems.
  • Formal leadership or supervisory training.
Additional Information
This position is regular full-time working 37.5 hours per week. The successful candidate must have the ability to work a variety of shifts including weekends. This is a CUPE Local 3886 Bargaining Unit position and the hourly rate is $38.34 and the university is pleased to offer a comprehensive benefits package.
