About The Role:

As the Manager, Strategic Planning, Policy and Research, you will play a key role in advancing Civida’s organizational effectiveness and supporting the achievement of our strategic priorities. You will provide operational oversight of corporate planning, performance measurement, policy development, organizational research, and grant governance.

Working closely with the Executive Team, Senior Leadership, and leaders across Civida, you will help connect strategic priorities to business objectives, community investments, and day-to-day operations. You will lead the development and continuous improvement of planning and performance frameworks, governance processes, and reporting practices that support accountability and informed decision-making.

As a trusted advisor to senior leadership, you will provide research, analysis, and recommendations on organizational performance, emerging issues, legislative developments, and strategic opportunities. You will bring a collaborative, evidence-based approach to your work and help foster a culture where data, research, and thoughtful analysis inform decisions and drive meaningful organizational outcomes. Starting at: $97,232.00 per annum. Compensation will be commensurate with experience and education.

Key Responsibilities:

• Lead the organization-wide annual business planning process, ensuring alignment between strategic priorities, operational objectives, resource allocation, and performance measures.
• Coordinate planning activities across departments and facilitate collaboration with leaders to establish meaningful goals, objectives, and key performance indicators.
• Develop, implement, and continuously improve corporate planning and performance measurement frameworks.
• Oversee the collection, integrity, analysis, and reporting of organizational data to support informed decision-making.
• Develop and maintain dashboards, performance metrics, reporting tools, and monitor frameworks.
• Prepare reports, presentations, and recommendations for Executive Leadership, Governance Committees, and the Board.
• Conduct organizational research and analysis to develop recommendations for governance frameworks, business processes, and accountability mechanisms supporting effective grant monitoring and administration.
• Lead research, environmental scans, and policy analysis related to housing, community development, government funding programs, and emerging sector trends.
• Lead the design and advancement of enterprise-wide research approaches, integrating institutional data, environmental scanning, and analytical frameworks to generate actionable insights and support strategic initiatives.
• Provides leadership in aligning stakeholder engagement insights with institutional data and research activities, ensuring a cohesive, enterprise-wide evidence base to support strategic planning, policy development, and decision-making.
• Monitor legislative, regulatory, and policy developments and assess potential impacts on Civida's operations and strategic priorities.
• Develop policy options, briefing notes, business cases, reports, and recommendations for Executive Leadership and Governance Committees.
• Provide strategic advice regarding emerging issues, opportunities, and organizational implications.
• Lead, mentor, and develop a high-performing team of assigned staff members.
• Foster a culture of strategic thinking, innovation, continuous improvement, and evidence-based decision-making within the team and across the organization.
• Establish team performance goals, metrics, and key performance indicators (KPIs) to monitor and drive accountability, quality, and continuous improvement.

Qualifications:

• Bachelor's degree in Public Administration, Business Administration, Public Policy, Economics, Social Sciences, Planning, or a related field.
• Master's degree in a related discipline is considered an asset.
• Minimum of 8 years of progressively responsible experience in strategic planning, policy development, organizational research, performance measurement, governance, grant administration, or related fields.
• Minimum of 3 to 5 years of leadership experience managing professional staff and leading cross-functional initiatives.
• Experience advising senior leaders and preparing reports, analyses, and recommendations for executive and board-level audiences.
• Experience developing and implementing strategic planning frameworks, performance measurement systems, and organizational reporting processes.
• Experience leading policy analysis, research initiatives, environmental scans, and evidence-based decision-making processes.
• Experience working within governance frameworks and supporting committees, boards, or public-sector governance structures.
• Experience managing grant programs, funding initiatives, or program evaluation activities is considered an asset.
• Experience within the housing, public sector, municipal, non-profit, or government-funded environment is considered an asset.
• Strategic and analytical thinker with the ability to assess complex information, identify opportunities, and develop practical, evidence-based recommendations.
• Collaborative and relationship-focused leader who builds strong partnerships and effectively works across teams and organizational levels.
• Influential communicator with strong interpersonal skills, sound judgment, and the ability to effectively present information and influence decision-making.
