Full job description

Overview
We are searching for an Airworthiness Certification Specialist to work full-time in support of the Directorate of Technical Airworthiness and Engineering Support (DTAES) within the Department of National Defence. This senior role involves coordinating, reviewing, and recommending processes pertaining to the certification of new aircraft acquisition as well as the airworthiness approval of major design changes to in-service aircraft. The resource must ensure that aircraft (or modifications) meet DND’s safety and regulatory standards before approval. This work is in support of a contract that will run until at least June 2027, likely with further multi-year contracts to follow. Please note that the posted hourly rate range pertains to employees. Alternative arrangements may be considered for independent contractors. Although hybrid work arrangements are the norm, the main worksite is 455 Boulevard de la Carriere in Gatineau with a required office presence of 3 days per week.

Duties

  • Planning, organizing and coordinating activities involved in the certification of a new aircraft acquisition or the airworthiness approval of a major design change to an in-service aircraft;
  • Develop, comment upon and make recommendations for documentation pertaining to aircraft certification, Technical Airworthiness Clearance (TAC), preparation of flight permits and airworthiness program management;
  • Perform airworthiness project management related to TAC, including certification plan, certification basis, flight permit, exemption/deviation, Type Design Examination (TDE) report and TAC report development, review and recommendation for approval;
  • Perform TDE, manage compliance programs and other certification tasks;
  • Develop, review and deliver briefings;
  • Review specialist Technical Notes, contract airworthiness requirements and service level agreements;
  • Coordinate project management activities with Weapon System Manager staff in DGAEPM and Major Capital Project Management Offices in DGMPD(Air & Land) or in Directorate of Air Simulation and Training (DAST);
  • Review, comment upon and provide recommendations for technical documents and reports provided by external agencies;
  • Support to DND litigation activities, as required;
  • Provide airworthiness training; and
  • Prepare and review TAM and ADSM amendments, TAA Advisories and TAA AF9000 WIs.

Mandatory Requirements:

1) Must have a degree, or equivalent, from a recognized post-secondary institution in a field of engineering or applied science, and be able to provide proof upon request.

2) Must have a minimum of three (3) years’ experience within the last ten (10) years, in the specialist field of military and/or civil aircraft certification.

3) Must have demonstrated experience in three (3) of the six (6) certification specialist activities listed below, and be able to cite a minimum of one example for each of the claimed areas of experience.

a) Planning, organizing and coordinating project activities involved in an aeronautical product certification program

b) Review and analysis leading to airworthiness approval of a Certification Basis for a new aeronautical product certification program or a major design change to an existing aircraft design

c) Review and analysis leading to airworthiness approval of a Certification Plan for a new aeronautical product certification program or a major design change to an existing aeronautical product design.

d) Preparing certification program related correspondence and briefings to communicate airworthiness issues

e) Providing airworthiness certification advice for the development of airworthiness certification policies and processes

f) Representing an airworthiness authority at national or international airworthiness meetings, committees, or policy-making forums

4) Must have formal airworthiness certification specialist training provided by either Transport Canada Civil Aviation, the US Federal Aviation Administration or the civil authority of an EASA member nation,

OR

Must have successfully completed the DND Aircraft Certification and Technical Airworthiness Clearance Course,

OR

Must have a combined five (5) years’ experience in the last ten (10), in a minimum of four (4) of the following six (6) specialist areas:

a) Civil Aviation Regulations, Standards and Advisories

b) Aircraft Type Certification Process

c) Aeronautical Product Design Change Approval

d) Continuing Airworthiness and Monitoring Systems

e) Delegation of Authority

f) Hazard and Safety Assessment

Pay: $70.00-$83.00 per hour
