The Kativik Regional Government is a non-ethnic public organization established in 1978 under the James Bay and Northern Quebec Agreement. The organization has jurisdiction over most of Quebec’s territory north of the 55th parallel. The Nunavik Police Service (SPN) is the regional police service for Nunavik. The SPN is seeking a motivated and dynamic individual to fill the following position:
SERGEANT-INVESTIGATOR
( Fly in/Fly out - FIFO)
Position summary:
Reporting to the Lieutenant-Investigator, the incumbent conducts criminal and penal investigations throughout Nunavik. The position requires strong professional rigour, sound investigative judgment, and close collaboration with the Director of Criminal and Penal Prosecutions (DCPP) and partners. The Sergeant-Investigator provides guidance to patrol officers during investigations and serves as a mentor to them.
Main duties:
- Plan, lead and conduct criminal and penal investigations in accordance with legal requirements, applicable standards and NPS directives;
- Prepare investigation plans, analyze evidence collected and reconstruct the sequence of events;
- Conduct interviews and interrogations in accordance with applicable case law, training standards and best investigative practices;
- Recruit, manage and maintain relationships with sources and informants, in accordance with NPS directives;
- Collaborate with DCPP prosecutors in the preparation and presentation of evidence, testify in court and support judicial proceedings;
- Provide guidance to police patrol officers when they participate in investigations;
- Maintain regular communication with the Lieutenant and Captain of Investigations, as well as with persons involved in cases;
- Contribute to the collection and analysis of criminal intelligence, particularly with respect to crime prevention, drug trafficking and alcohol smuggling;
- Establish and maintain working relationships with the population, socio-economic and community partners, as well as government organizations;
- Maintain up-to-date knowledge of the case law and legal documentation relevant to investigations;
- Maintain a comprehensive understanding of the issues related to the main criminal activities occurring in the territory;
- Travel frequently to the northern villages, as required by operational needs;
- Perform any other related duties as requested by the supervisor.
Skills and competencies sought:
- High ethical standards, recognized integrity and professional conduct consistent with the requirements of an investigative role, particularly in light of the significant discretionary power attached to the position;
- Recognized professional credibility, particularly with a view to providing testimony in court;
- Rigour, attention to detail, analytical and synthesis skills, particularly in handling evidence and reconstructing complex events;
- Ability to conduct an investigation from start to finish, prepare a strong testimony and present it confidently before the courts;
- Sound investigative judgment and the ability to make complex decisions with professional autonomy;
- Ability to manage stress, confidentiality and pressure related to sensitive cases;
- Excellent organizational, planning and problem-solving skills;
- Strong oral and written communication skills, networking abilities and the ability to build trust-based relationships with diverse partners;
- Strong aptitude for teamwork and inter-service collaboration;
- Knowledge of the community and cultural issues of Nunavik, intelligence-gathering processes, conflict management practices, applicable legislation, and NPS policies, procedures and strategies;
- Strong adaptability, particularly in a northern and multicultural context;
- Reliability, availability, autonomy, initiative and sense of priorities.
Requirements
- Meet the minimum requirements set forth in the Police Act to be hired as a police officer in Quebec;
- Have successfully completed the basic training program in police investigation offered by the École nationale de police du Québec;
- Demonstrate professional conduct compatible with the investigative responsibilities attached to the position, particularly with regard to the investigator’s discretionary power, the credibility required to testify, compliance with the Code of ethics of Québec police officers, and integrity.
- Fluency (verbal and written) in English is essential; knowledge of Inuktitut and French will be considered an asset.
- Experience in a multicultural environment will be considered an asset.
Salary: $145 150.00 per year.
Other benefits:
- Isolation and Special Working Conditions allowance: up to $25,924.80 per year;
- Travel time allowance to compensate for travel time between the southern part of the province and Nunavik;

Sommaire de la fonction :
Sous l’autorité du lieutenant aux enquêtes, le titulaire du poste mène des enquêtes criminelles et pénales sur l’ensemble du territoire du Nunavik. Le poste exige une grande rigueur professionnelle, un jugement d’enquête éprouvé et une étroite collaboration avec le Directeur des poursuites criminelles et pénales (DPCP) ainsi qu’avec les partenaires. Le sergent-enquêteur encadre les policiers-patrouilleurs lorsqu’ils participent aux enquêtes et joue un rôle de mentorat auprès d’eux.
Principales tâches :
- Planifier, diriger et réaliser des enquêtes criminelles et pénales, en respectant les exigences légales, les normes en vigueur et les directives du SPN ;
- Préparer des plans d’enquête, analyser les éléments de preuve recueillis et reconstituer le fil des événements ;
- Mener les interrogatoires conformément à la jurisprudence applicable, aux normes de formation et aux meilleures pratiques en matière d’enquête ;
- Recruter, encadrer et maintenir des liens avec les sources et informateurs, conformément aux directives du SPN ;
- Collaborer avec les procureurs du DPCP à la préparation et à la présentation de la preuve, témoigner au tribunal et soutenir les procédures judiciaires ;
- Encadrer les policiers-patrouilleurs lorsqu’ils participent à des enquêtes ;
- Maintenir des communications régulières avec le lieutenant et le capitaine aux enquêtes, ainsi qu’avec les personnes impliquées dans les dossiers ;
- Contribuer à la collecte et à l’analyse de renseignements criminels, notamment en matière de prévention de la criminalité, de trafic de stupéfiants et de contrebande d’alcool ;
- Établir et maintenir des relations de travail avec la population, les partenaires socioéconomiques et communautaires ainsi qu’avec les organismes gouvernementaux ;
- Maintenir à jour ses connaissances de la jurisprudence et de la documentation juridique et judiciaire pertinente aux enquêtes ;
- Avoir une compréhension globale des enjeux liés aux principales activités criminelles ayant cours sur le territoire ;
- Se déplacer fréquemment dans les villages nordiques, selon les besoins opérationnels
- Exécuter toute autre tâche connexe à la demande de son supérieur.

Exigences :
- Répondre aux exigences minimales prévues par la Loi sur la police pour être embauché comme policier au Québec;
- Avoir réussi le Programme de formation initiale en enquête policière de l’École nationale de police du Québec;
- Démontrer une conduite professionnelle compatible avec les responsabilités d’enquête rattachées au poste, notamment en ce qui a trait au pouvoir discrétionnaire de l’enquêteur, à la crédibilité requise pour témoigner, au respect du Code de déontologie des policiers du Québec, ainsi qu’à l’intégrité;
- La maîtrise de l'anglais (à l'oral comme à l'écrit) est indispensable ; la connaissance de l'inuktitut et du français sera considérée comme un atout.
- Une expérience dans un environnement multiculturel sera considérée comme un atout.
Échelle salariale : 145 150,00 $ par année.
