The following job description reflects the general details considered necessary to describe the principle functions of the position identified and shall not be construed as a detailed description of all the work requirements that may be inherent in such classification.

Position Summary:

Operate, inspect, troubleshoot, maintain, repair, and install a wide range of mechanical, building and plumbing equipment and systems, with a primary focus on internal City-owned facility plumbing systems, pumps, domestic water distribution, drainage, waste and vent (DWV), backflow prevention, and pool plumbing. Additional responsibilities include HVAC systems and other maintenance at various City facilities.

Responsible For:

  • Perform installation, repair, maintenance, and troubleshooting of internal City-owned facility plumbing systems including domestic hot and cold water lines, drainage and waste systems, DWV piping, fixtures, valves, pumps, mixing valves, and backflow prevention devices.
  • Conduct scheduled and unscheduled maintenance and repairs on internal plumbing fixtures such as toilets, urinals, sinks, showers, drinking fountains, mixing valves, and emergency eyewash/showers.
  • Perform drain cleaning, hydro jetting, video camera inspections, and rooter services for sanitary and storm drainage systems.
  • Service and maintain pool and aquatic facility plumbing systems, including filtration lines, chlorination systems, deck drains, balance tanks, and chemical feed lines.
  • Perform general maintenance duties and other related tasks as required
  • Maintain and repair mechanical equipment including boilers, heat pumps, cooling towers, humidifiers, dehumidifiers, circulating pumps, exhaust fans, air handling units, plumbing, and pool systems.
  • Complete preventive maintenance tasks such as filter and belt changes, lubrication, valve exercising, and part repair or replacement. Update maintenance records and assist with preparation of equipment lifecycle costing.
  • Perform seasonal HVAC equipment start-ups and system changeovers.
  • Troubleshoot and repair electronically and manually controlled HVAC systems, including rooftop units, heat recovery units, carbon dioxide monitoring systems, domestic hot water boilers, mixing valves, modulating dampers, and valve and plumbing systems.
  • Troubleshoot systems using specialized tools and equipment to identify root causes of malfunctions and implement effective solutions.
  • Inspect and maintain DDC control systems, troubleshoot faults, and perform emergency repairs as required.
  • Record operational data (e.g. temperature, pressure, amperage), detect refrigerant leaks using appropriate methods, and ensure accurate equipment labeling and documentation.
  • Read and interpret electrical and mechanical drawings and modify equipment to improve performance and efficiency where appropriate.
  • Identify and resolve water and air flow issues.
  • Replace components such as mixed water valves, condensate lines, toilets, valves (Victaulic), fan blades, valve parts, bearings, pulleys, pump parts, motors, compressors, coils, heat exchangers, sensors, burner parts, electrical parts, wiring, etc.
  • Oversee and review work of contractors as requested.
  • Operate oxy-acetylene torch set for cutting, heating, and brazing.
  • Adhere to all safety procedures and perform work in a safe and responsible manner.
  • Communicate effectively with internal customers, providing clear and courteous updates on work progress.
  • Perform other duties and responsibilities as assigned.

Position Requirements:

  • Certificate of Qualification as a Plumber (Red Seal – 306A)
  • Certification of Qualification as a Millwright (426A or 433A), preferably in a municipal or industrial setting.
  • Certification of Qualification as a Refrigeration and Air Conditioning Mechanic (313A).
  • Minimum three (3) years’ experience in a municipal and/or industrial environment in millwright work, commercial plumbing, and/or HVAC operations, maintenance, and repair, including electric and natural gas heating, air conditioning, ventilation, automatic controls, and high-pressure distribution systems (natural gas and air).
  • Proficiency with Microsoft Word, Microsoft Excel and Microsoft Outlook.
  • Demonstrated knowledge of HVAC system theory and operation.
  • Valid Class “G” driver’s licence.
  • Gas Fitter G1 Certificate with Ozone Depletion Prevention Certificate would be an asset.
  • Experience with computerized building automation systems would be an asset.
  • Experience working in arena or swimming pool environments would be an asset.

Working Hours:

  • Monday to Sunday, including daytime and evenings.
  • Eight-hour shifts.
  • May be called on to perform after-hours emergency service.

Working Conditions:
80% indoors, 20% outdoors

Equipment & Tools Used:
Millwright/HVAC/plumbing related tools, small hand tools, ladder, shovel, broom, pick, mop, city vehicle, etc.
