Career Opportunity
Come join our Strategy & Foresight team at this exciting time and apply for the Manager, Fare Policy & Planning role! This is a temporary opportunity - up to 24 months.
What You Will Do
Reporting to the Head, Strategy and Foresight, the Manager, Fare Policy & Planning leads the development of TTC fare policies, fare products, and fare collection modernization initiatives. This role is responsible for advancing customer-focused fare strategies, improving payment solutions, and ensuring TTC's fare systems support organizational goals, customer needs, and industry best practices.
Working with internal and external partners, including the City of Toronto, Metrolinx, PRESTO, and neighbouring transit agencies, you will drive strategic initiatives, support fare integration, and lead projects that enhance customer experience, operational effectiveness, and value for money.
Specifically, you will:
- Lead the development and implementation of TTC fare policy and fare strategy.
- Recommend fare changes, concessions, and fare products as part of the annual budget process.
- Develop business requirements and strategies for fare payment methods and emerging technologies.
- Lead fare collection modernization initiatives and partnerships with PRESTO and future vendors.
- Evaluate fare programs and initiatives to ensure successful implementation and business outcomes.
- Develop business cases, strategic plans, and recommendations that improve customer experience and support TTC priorities.
- Build strong relationships with internal and external stakeholders to advance fare integration and mobility initiatives.
- Identify emerging trends and opportunities to drive innovation and continuous improvement.
- Lead strategic projects from concept through implementation, including stakeholder engagement, risk management, governance approvals, and performance monitoring.
- Support long-term planning, business planning, budgeting, and organizational strategy execution.

What Qualifications Do You Bring?
- A university degree in Planning, Engineering, Public Administration, Business Administration, or a related field, or an equivalent combination of education, training, and experience, coupled with relevant professional experience.
- Knowledge of leading practices in strategic planning, innovation, digital payments, and customer experience.
- Strong understanding of business case development, evaluation methodologies, and investment appraisal techniques.
- Experience leading public consultation and stakeholder engagement initiatives involving government agencies, developers, community groups, and other key stakeholders.
- Proven experience working in a fast-paced, complex, and politically sensitive environment.
- Demonstrated ability to build and manage relationships with senior stakeholders across large external organizations and diverse internal teams.
- Experience procuring, onboarding, and managing consultants and consulting contracts.
- Strong strategic thinking and problem-solving skills, with the ability to develop innovative solutions and drive meaningful change.
- Excellent written, verbal, and interpersonal communication skills, including the ability to prepare reports, presentations, briefing materials, and recommendations on complex issues for a variety of audiences.
- Strong project management skills, including budgeting, resource planning, performance measurement, risk management, and reporting.
- Proven ability to engage, collaborate with, influence, and build consensus among stakeholders at all levels.
