About Us

The Department of Health and Wellness offers opportunities to grow and advance in a dynamic sector that touches the lives of all Nova Scotians. Along with our partners, including Nova Scotia Health and the IWK Health Centre, we’re committed to continually improving our healthcare system. With a focus on collaborative primary health care, continuing care, improved supports for mental health and addictions, digital health, capital infrastructure, and more, the department is thinking differently about how to plan, fund, legislate and monitor to improve access and service delivery. To do this, we need leaders at all levels of the organization who embrace a challenge and believe in their ability to make a difference.

About Our Opportunity

Reporting to the Program Manager, Drug Information System (DIS), the Delivery Lead is responsible for the effective delivery and ongoing optimization of province-wide pharmacy solutions—most notably the DIS—and related digital health initiatives. This includes strategic planning, user consultation, product strategy, and execution across departmental partners and the broader health system. The Delivery Lead may supervise or coordinate project teams, professional/support positions, and/or consultant resources in the execution of program delivery.

  • Champion establishment and ongoing improvement of key program metrics and ensure compliance with departmental governance and reporting requirements.
  • Prepare briefings and presentations for senior leadership and represent the program as required.

Partner Engagement & Collaboration

  • Build deep understanding of user needs; engage clinicians, partners, and vendors to prioritize improvements and additional functionality.
  • Manage day-to-day relationships with clients and contract service providers; collaborate with cross-functional technical teams to troubleshoot and implement corrective actions.
  • Represent the division on provincial/national working groups and committees; build and sustain relationships with internal and external partners.

Risk, Privacy & Budget Management

  • Identify potential risks to products and services and develop mitigation strategies, advocating best practices in security, privacy, risk and benefits management.
  • Lead or coordinate Threat Risk Assessments, Vulnerability Assessments, and Penetration testing as required.
  • Develop and manage program-specific budgets in collaboration with leadership; implement corrective actions to address deviations.

Clinical & Technical Expertise

  • Leverage pharmacy expertise to ensure solutions meet clinical and operational needs and align with health system priorities to support safe and effective medication management.
  • Drive continuous improvements in data quality and collaborate with strategic systems to ensure accurate, appropriate, and effective use of medication-related data across the health system.
  • Gain comprehensive knowledge of product/service functionality and what it takes to maintain operations.
  • Advocate for best practices in product/service development and support.

Qualifications and Experience

You have a pharmacy background (assistant, technician, or pharmacist) or equivalent clinical/health technology experience and the skills and attitude to lead a cross‑functional team to execute on our evolving priorities.

You demonstrate strong leadership and facilitation skills, critical thinking, and a keen interest or understanding of technology and process improvement.

You also have demonstrable experience solving problems in cross-functional environments. You have excellent written and verbal communication skills with the ability to tailor complex concepts to different audiences when needed.

As the successful candidate, you possess a bachelor's degree (in health field, computer science, information systems or related) plus a minimum of 5 years of related experience; or a combination of training and experience that is relevant to the role and its objectives.

Experience with vendor management and outsourced service providers is an asset.

Experience in the public sector or healthcare environment is a strong asset.

Familiarity with change management practices (e.g., PROSCI – ADKAR) is an asset.
