About the Role
Join a dynamic HR Information Systems team supporting enterprise HR solutions across the organization. In this role, you will design, develop, and sustain Oracle APEX applications, data interfaces, and integration solutions across HR platforms, while also supporting related digital collaboration and workflow tools such as Microsoft 365, SharePoint, MS Forms, and Power Automate.
You will work across the full software development lifecycle, including requirements, design, build, testing, deployment, and production support, while partnering with HR stakeholders and technology teams to deliver secure, reliable, and user-focused solutions.
Major Responsibilities
Application Development & Sustainment
· Design, develop, and sustain web-based applications using Oracle APEX. Translate business requirements into technical designs, specifications, and deliverables.
· Build and optimize SQL / PL/SQL (packages, procedures, functions, triggers), ensuring performance and maintainability.
· Build intuitive user interfaces using APEX features and web technologies (HTML, CSS, JavaScript, AJAX).
Data Interfaces & Integrations
· Design, develop, and maintain data interfaces, extracts, and integrations between HR systems.
· Implement and support integrations using APIs and data exchange formats (e.g., JSON, XML).
Database Design & Analysis
· Develop and maintain data models and system design documentation.
· Apply best practices in database design, performance, and security.
Testing, Deployment & Production Support
· Conduct unit testing and participate in system/integration testing, release/deployment activities, and go‑live support.
· Troubleshoot and resolve production issues; contribute to root-cause analysis and continuous improvement.
Web, Collaboration & Content Management
· Maintains and supports People & Equity’s WordPress web presence and SharePoint sites.
· Collaborates with business units to design, develop, and publish web and digital content.
· Supports Microsoft 365 tools (e.g., SharePoint, MS Forms, Power Automate) to enable business processes and workflows, ensuring alignment with corporate web standards and governance.
Case Management (Administration & Integration)
· Provide administrative and technical support for the Resolve case management system.
· Support and maintain integration points between Resolve and other HR systems. Work with stakeholders to ensure system configuration aligns with business processes.
Collaboration & Stakeholder Support
· Collaborates within HRIS and across partner teams to deliver solutions, while providing guidance, knowledge transfer, and end-user support as required.
Key Qualifications
1. Post-secondary education in Computer Science, Information Technology, or a related discipline, or an equivalent combination of education and relevant experience.
2. Experience developing and maintaining Oracle APEX applications across the full development lifecycle, including Oracle database design and development
3. Considerable Experience with SQL and PL/SQL programming and using Oracle development tools (e.g., SQL Developer, APEX environment or similar)
4. Experience working with web/UI technologies such as HTML, CSS, JavaScript, and AJAX/jQuery
5. Experience delivering solutions across both project and production support environments, including supporting HRIS or enterprise business systems with knowledge of HR processes and workflows
6. Strong analytical/problem-solving skills with effective communication skills for both technical and non-technical audiences.

· Proven ability to modernize legacy applications (e.g., Microsoft Access, Oracle Forms) by migrating to Oracle APEX or similar web-based platforms
· Strong proficiency with Microsoft 365 tools (e.g., SharePoint, MS Forms, Power Automate) to support business processes and workflows
· Hands-on capability developing and supporting reporting solutions (e.g., Jasper
· Reports) integrated with Oracle APEX or similar platforms
· Solid understanding of data privacy, confidentiality, and security requirements within enterprise systems
· Demonstrated ability to collaborate with business stakeholders and translate requirements into technical solutions
· Familiarity working within public sector or medium to large enterprise environments
