Job Title: Supportive Housing Site Manager - Relief
Employment Type: Full-time, Permanent.
Location: All Supportive Housing
Schedule: schedule may be changed due to operational needs.
Work Hour: 40-hour work week, on call 5 days a week, after-hour on site work may be required.
Union: Excluded management position.
Job Summary
Under the direct supervision of Senior Manager of Supportive Housing (or designate), the Supportive Housing Relief Site Manager is a management position responsible for the overall leadership and day-to-day operations of the supportive housing site. Acting on behalf of the Employer, this role exercises independent judgment and authority in staff management, operational decision-making, and the administration of approved operating budgets in accordance with funder agreements, organizational policies, and regulatory requirements.
The Relief Site Manager will support and provide coverage for other Site Managers across the entire supportive housing portfolio. The supportive housing portfolio consists of a 100-resident shelter, 3 RTA sites, and 1 low barrier program. The Relief Site Manager directly oversees employees and is accountable for staffing oversight, recruitment, hiring, orientation, training, retention, wellness, performance management, discipline, timecard approval, and operational continuity. The role ensures services are delivered within established funding parameters while managing operational risk, compliance obligations, and organizational priorities.
Responsibilities
The Relief Site Manager performs the following core management functions on behalf of the Employer and exercises independent judgment and authority in carrying out these responsibilities:
- Assume responsibility and support the day-to-day operations of the supportive housing site in a manner consistent with the Lu’ma’s mission, vision and values and in accordance with all legal, contractual, statutory and other requirements.
- Must have in-depth understanding and knowledge of the collective agreement.
- Provide direct supervision to employees, including work assignment, scheduling, and oversight of daily activities.
- Provides oversight and professional input to the team responsible for case planning and one-to-one support, ensuring alignment with program objectives, policies, and best practices.
- Reviews and provides input on program service delivery approaches with the team to support service quality, program consistency, and alignment with organizational standards.
- Ensure adequate staffing coverage and operational continuity in accordance with service requirements and funder expectations.
- Approve employee timecards, monitor attendance, and address attendance-related concerns.
- Respond to emergencies such as fire, flood, suspicious death and breach of security. May be required to attend in person on site outside of regularly scheduled hours.
- Conduct performance reviews according to the established schedule, identify staff training needs, implement performance improvement plans as needed and monitor performance improvement progress.
- Conduct formal performance evaluations and oversee ongoing performance management processes.
- Provide feedback and support to staff, documenting mandatory monthly check-ins.
- Initiate, conduct, and oversee workplace investigations, including matters related to conduct, policy compliance, and resident safety.
- Implement corrective and disciplinary measures up to and including suspension and provide recommendations regarding termination.
- Participate in recruitment and selection processes, including screening, interviewing, and providing hiring recommendations.
- Oversee orientation and training to ensure staff meet organizational standards and funder-mandated qualifications.
- Ensure staffing models, competencies, and training requirements comply with contractual obligations and expectations of the Employer.
- Responsible for reviewing and approving timecards and being available on payroll days to address any payroll-related matters and support payroll processing.
- Manage and administer the site’s operating budget within approved funding allocations.
- Monitor expenditures, authorize spending decisions, and implement corrective actions as required to remain within budget.
- Ensure financial accountability and compliance with funder agreements, reporting requirements, and organizational financial controls.
- Participate in budget proposal submission and make budget recommendations in consultation with senior management for the site.
- Monthly reconciliation and reporting of all financial accounts, including but not limited to rent collection, funder’s reports, credit card statements.
- Hold primary responsibility for day-to-day operational decision-making for the supportive housing site.
- Establish operational priorities, allocate resources, and resolve operational issues to ensure effective, safe, and compliant service delivery.
- Provide strategic oversight and development of programs to ensure services align with organizational objectives, funder requirements, and community needs while supporting program staff in the effective delivery of services.
- Ensure resident files and records (electronic and physical) are complete and up to date.
- Review the site’s performance against Lu’ma’s philosophy, practice, policies, goals and objectives.
- Generate and analyze monthly site reports for senior management and make recommendations.
- Respond to emergent issues, incidents, and risk matters, exercising discretion and judgment.
- Oversee all matters pertaining to residential tenancies; ending a tenancy, filing Orders of Possession applications, and court orders, as required.
- Ensures compliance with all contractual, regulatory, quality assurance, and reporting requirements.
- Oversees the implementation and enforcement of organizational policies, procedures, and standards.
- Ensure safety in the workplace.
- Identifies, assesses, and mitigates operational, financial, and workplace risks.
- All other related duties.
Qualifications
- A post-secondary degree, diploma or certificate in a related subject;
- Valid Occupational First Aid Level 1, Non-Violent Crisis Intervention/MANDT, Naloxone, certificates are required;
- Minimum three (3) years’ experience working in a management role in supportive housing or related field;
- Experience working with payroll software such as ADP or property management programs such as ACCORI is a strong asset;
- An equivalent combination of education and experience may be considered;
- Must have a strong understanding of Indigenous culture, practices and the impacts of historical injustices;
- Must understand and be comfortable working within a Harm Reduction framework;
- Must be familiar with the resources offered in the Vancouver Downtown East side;
- Valid Class 5 BC Driver’s license, and daily access to a reliable vehicle for work use, subject to minimum insurance requirements;
- Proficiency in Microsoft Office Suite and basic computer skills;
- Excellent oral and written communication skills;
- Strong organizational and time management skills with an attention to detail;
- Ability to work effectively with staff, community partners and residents, including being non-judgmental in trying situations and demonstrating excellent interpersonal skills;
- Ability to work under pressure and in a high stress environment is required;
- Ability to work effectively as part of a team as well as independently;
- Must be available to work evenings, weekends, and on call as required;
