Overview

The Human Resources Manager leads the full HR function for Qikiqtani Industry Ltd. (QIL), a 100% Inuit-owned company. This role oversees employee and labour relations, policy administration, compliance with the Nunavut Labour Standards Act and workforce planning across QIL's operations and project sites, while championing Inuit employment and training priorities consistent with QIL's mandate.

The ideal candidate will possess extensive experience in human resources management, talent acquisition, employee relations, and program management. This role requires a proactive leader capable of implementing process improvements, managing HRIS systems and other platforms like ADP, Sage Intact. The Human Resources Manager will serve as a key partner in organizational development, ensuring compliance with employment laws and driving initiatives that support company growth and employee engagement.

Key Responsibilities:

  • Employee & Labour Relations: Manage the full employee lifecycle including recruitment, onboarding, performance management, discipline, and termination in line with QIL policy and the Nunavut Labour Standards Act.
  • Case Management: Advise site supervisors, Coordinators, and management on corrective actions, investigations, and grievances; draft formal HR correspondence (warnings, terminations, directed inquiries).
  • Policy & Compliance: Develop, maintain, and update HR policies, onboarding plans, and workplace frameworks (e.g., non-routine task policy, code of conduct).
  • Job Descriptions: Draft and maintain job descriptions across departments in QIL's standard format and branding.
  • Labour Relations Support: Support collective bargaining preparation and administration where applicable, and liaise with union representatives as required.
  • Records & Reporting: Maintain confidential personnel files, HR metrics, and reporting for leadership and Board updates.
  • Cross-Functional Liaison: Provide guidance on employee relations matters that intersect with contracts, site operations, and community partnerships.
  • Recruitment & Inuit Employment: In partnership with the Recruitment Manager - coordinate recruitment for project and head-office roles, with emphasis on Inuit hiring, training pathways, and partnerships.

Qualifications:

  • Diploma or degree in Human Resource Management (CPHR designation an asset)
  • Minimum 5 years' progressive HR experience, ideally in a northern, remote or Inuit-owned organizational context.
  • Working knowledge of the Nunavut Labour Standards Act and Employment Law.
  • Experience administering collective agreement in unionized environment strongly preferred.
  • Demonstrated experience handling sensitive employee relations matters, investigations, and documentation with discretion.
  • Strong written communication skills for policy, correspondence, and board-level reporting.
  • Strong knowledge of HRIS systems including Humi, SAP, ADP, and Sage Intact.
  • Willingess to travel to project sites as required
