Position Summary

The Health, Safety & Environment (HSE) Manager is responsible for leading, developing, implementing, and continuously improving the company's health, safety, and environmental management programs. The HSE Manager ensures compliance with all applicable legislation, regulations, industry standards, and company policies while fostering a culture of safety throughout the organization.

This position provides strategic leadership and hands-on support for approximately across operations, field, shop, office, and project environments. The HSE Manager works closely with management, supervisors, employees, and contractors to minimize workplace risks, prevent injuries, and promote environmental stewardship.

Key Responsibilities

Health & Safety Leadership

• Develop, implement, and maintain the company's Health, Safety, and Environmental Management System.
• Promote a positive safety culture throughout the organization.
• Provide leadership, coaching, and guidance to management and employees on HSE matters.
• Establish annual HSE objectives and performance metrics.
• Lead safety initiatives and continuous improvement programs.

Regulatory Compliance

• Ensure compliance with applicable federal, provincial, and municipal legislation.
• Monitor regulatory changes and update company policies as required.
• Maintain required permits, records, and documentation.
• Manage government inspections, audits, and regulatory inquiries.
• Ensure compliance with client-specific safety requirements and industry standards.

Training & Development

• Develop and oversee corporate safety training programs.
• Ensure employees receive required orientation and competency training.
• Coordinate external training and certification programs.
• Monitor training records and compliance requirements.
• Support supervisors in delivering safety meetings and toolbox talks.

Incident Management

• Lead investigations involving incidents, injuries, property damage, environmental events, and near misses.
• Conduct root cause analyses and develop corrective action plans.
• Track and monitor incident trends and performance indicators.
• Ensure timely reporting to regulatory agencies when required.

Risk Management

• Conduct workplace inspections and audits.
• Identify workplace hazards and implement mitigation strategies.
• Review and approve safe work procedures and risk assessments.
• Support project teams with site-specific safety planning.
• Monitor contractor safety performance.

Environmental Management

• Develop and maintain environmental programs and procedures.
• Ensure compliance with environmental regulations and permit requirements.
• Manage environmental incident reporting and corrective actions.
• Promote waste reduction, recycling, and sustainability initiatives.
• Conduct environmental inspections and assessments as required.

Reporting & Administration

• Prepare monthly and annual HSE reports.
• Monitor and analyze safety performance metrics.
• Maintain HSE documentation and records.
• Participate in budgeting and resource planning for HSE programs.
• Present performance updates to senior leadership.

Qualifications

Education

• Diploma or Degree in Occupational Health & Safety, Environmental Management, Engineering, or a related field.
• Canadian Registered Safety Professional (CRSP) designation is preferred.
• National Construction Safety Officer (NCSO) designation is considered an asset.

Experience

• Minimum 5-10 years of progressive health and safety experience.
• Minimum 3 years in a leadership or management role.
• Experience supporting a multi-site workforce of 200+ employees preferred.
• Experience in construction, industrial, manufacturing, mining, transportation, or related industries is considered an asset.

Pay: $110,000.00-$120,000.00 per year
