About PVSC

Property Valuation Services Corporation (PVSC) is an independent, not-for-profit organization that provides property assessment services and information to Nova Scotia municipalities and property owners.

We employ approximately 135 people who live and work in over 60 communities across the province.

Local governments use our annual property assessments to establish their municipal property tax rates, which fund important local services and infrastructure, and build communities.

About the Opportunity

PVSC is hiring entry level property assessors to participate in our two-year Assessor Candidate Training (ACT) Program. Through a structured combination of training, hands-on experience, coaching and feedback, participants build the knowledge and skills needed to succeed as assessors. Successful graduates of the ACT Program achieve permanent employment status.

This opportunity may be a great fit if you enjoy research, analysis, problem-solving, and serving the public. No prior assessment experience is required—through the ACT Program, you’ll receive the training and support needed to build your skills and grow your expertise.

As an Assessor, you’ll help determine fair and accurate property assessments by gathering and analyzing property information, reviewing market activity, and communicating with property owners, municipalities, and colleagues.

What You’ll Do

  • Learn how property assessments are completed and how they support municipalities and property owners across Nova Scotia.
  • Gather and review information about properties, including property characteristics, sales, permits, ownership information, and market trends.
  • Use data, research, and professional judgement to support assessment decisions.
  • Prepare clear notes, records, and reports that explain the information used to support an assessment.
  • Communicate with property owners, municipalities, and internal teams in a respectful, service-focused way.
  • Participate in training, quality review, and other activities that help ensure assessment work is accurate, consistent, and defensible.

What You’ll Bring

A university degree or college diploma is preferred; however, an equivalent combination of education, training, and experience will also be considered.

This role may be a strong fit if you are curious, detail-oriented, comfortable working with information, and able to explain topics clearly. You will also bring the following skills and competencies:

  • Strong written and verbal communication skills.
  • Good judgement, critical thinking, and problem-solving skills.
  • Strong attention to detail and accurate data entry skills.
  • Comfort working with numbers, documents, data, and research.
  • Ability to manage competing priorities and meet deadlines.
  • Ability to work independently in a remote environment while staying connected to a team.
  • Ability to build respectful working relationships with property owners, municipalities, colleagues, and other partners.
  • Proficiency with Microsoft Office tools, including Word, Excel, Outlook, and PowerPoint.
  • Ability to handle sensitive or difficult conversations professionally and calmly.

Assets

  • Experience in property assessment, appraisal, real estate, property valuation, data analysis, or regulatory work.
  • Experience using specialized software such as GIS, CAMA, SAP, Salesforce, or similar systems.
  • Knowledge of valuation principles, market analysis, property ownership, leases, deeds, wills, affidavits, or financial documents.
  • Progress toward a related professional designation, such as AIMA or MIMA through the Institute of Municipal Assessors; CRA or AACI through the Appraisal Institute of Canada; or RES through the International Association of Assessing Officers.

Special Requirements

  • This is a remote role within Nova Scotia, with periodic travel throughout the province. A valid Class 5 driver’s licence and access to reliable transportation are required.
