Job Description Summary
The Indigenous Relations Manager is responsible for developing and executing B&W’s Indigenous relationship strategy in Saskatchewan. The role will build respectful, long-term relationships with Indigenous Rights Holders, communities, organizations and businesses; identify opportunities for meaningful participation in B&W’s work; and support B&W’s pursuit of opportunities in the province. A key deliverable will be the development and implementation of an Indigenous Capacity Building Initiative (ICBI) program, with measurable commitments that grow Indigenous skills, capabilities, employment and business participation. Success will be defined by the quality of relationships established, a practical Saskatchewan Indigenous engagement strategy, credible ICBI commitments, and effective execution and reporting of those commitments.
Specific Duties
Develop and execute Saskatchewan Indigenous relationship strategy (35%):
· map relevant First Nations, Métis organizations, Tribal Councils, Indigenous economic development entities and Indigenous-owned businesses
· develop a prioritized engagement plan, stakeholder/contact map, objectives, schedule and measurable outcomes
· advise B&W leadership on Indigenous relations, cultural protocols, local context, risks and opportunities
Indigenous relationship development and engagement (30%):
· establish and maintain respectful, trust-based relationships through direct and consistent engagement across Saskatchewan
· identify community priorities, workforce interests, business capabilities and potential partnership opportunities relevant to B&W projects
· coordinate meetings, community visits and follow-up actions; maintain accurate records of commitments and engagement activities
Indigenous Capacity Building Initiative and SaskPower bid support (25%):
· develop a credible ICBI plan for upcoming proposals and project execution, including measurable methods and commitments
· identify and coordinate opportunities such as Indigenous recruitment, apprenticeships, skilled training, bursaries/scholarships, sponsorships, donations, community investment, and Indigenous supplier/subcontractor participation
· work with B&W estimating, supply chain, construction, field service and proposal teams to embed Indigenous participation and capacity-building commitments into bid and execution plans
Program execution, measurement and internal coordination (10%):
· establish metrics, documentation and reporting to track Indigenous participation, capacity-building activities, commitments and outcomes
· support implementation of awarded-work commitments and facilitate resolution of issues with internal teams and Indigenous partners
Other duties as assigned by the Company
Education and/or Relevant Experience
Bachelor’s degree in Indigenous Studies, Business, Communications, Public Administration, Community/Economic Development or a related field preferred; equivalent relevant experience will be considered in lieu of a degree.
Candidate Requirements
1. Minimum 7-10 years of progressively responsible experience in Indigenous relations, community engagement, economic development, procurement, workforce development or a related field.
2. Demonstrated experience building productive relationships with First Nations and Métis communities, leadership, economic development organizations and Indigenous businesses in Saskatchewan.
3. Strong knowledge of Saskatchewan’s Indigenous and Treaty landscape, community protocols, economic reconciliation priorities and Indigenous business networks.
4. Experience developing or executing Indigenous participation, capacity-building, employment/training, supplier diversity or community investment programs with measurable outcomes.
5. Experience supporting major project proposals, utilities, power generation, construction, industrial projects or public-sector procurement is preferred.
6. Experience working with cross-functional teams including supply chain, construction, human resources, legal/compliance, communications and business development is an asset.
