POSITION SUMMARY
The Health and Safety Manager (HSM) acts collaboratively with all RainCity Housing programs, leading and promoting health, safety, and wellness initiatives in alignment with the organization’s mission, values, legislative standards, and collective agreement provisions. Reporting to the Director of HR Consulting, the HSM acts as a subject matter expert and strategic resource, providing consultation, guidance, and support on health, safety, and wellness issues to the Senior Leadership Team, Program Managers, Human Resources team, and front-line employees. The HSM manages the organization's health and safety program, violence prevention program, and oversees the wellness and leave portfolio. This position promotes a culture of safety at RainCity Housing to eliminate occupational injuries and illness, trains managers and staff, leads inspections and audits, and provides direct supervision and mentorship to the Wellness and Leave Coordinator.

Job: Health & Safety Manager

Hours: 80 hours bi-weekly
Hourly Range: $90,000- $100,000 annually
Schedule: Monday – Friday: 8:30AM – 5:00PM, with a 30-minute unpaid break
Start Date: As soon as possible.
QUALIFICATIONS

• A post-secondary education in Occupational Health and Safety.
• Minimum of 5 years of occupational health and safety experience, preferably in a large, complex social services organization. Professional accreditation (CRSP, CSP, CIH or ROH) or the ability to achieve these accreditations is desirable.
• Previous supervisory or team leadership experience is required, and ability to motivate and develop a team through mentorship and coaching.
• Advanced knowledge of applicable health and safety legislation.
• Class 5 driver’s license and your own vehicle.
• Excellent computer skills in MS Office.
• Ability to understand, communicate, and support the mission and values of RainCity Housing, and the models/methods of supporting clients including the principles of Housing First and Harm Reduction.
• Non-profit experience is preferred.
• An equivalent combination of education, training, and experience will be considered.

POSITION ACCOUNTABILITIES

• Program Leadership: Develops, implements, and manages occupational health & safety initiatives, programs, and procedures in consultation with HR Director and Operations to meet regulatory obligations and enhance the health & safety of staff, clients, visitors and contractors at all our sites
• Team Supervision: Provides direct supervision, leadership, and coaching to the Wellness and Leave Coordinator, ensuring effective management of occupational and non-occupational leave cases, return-to-work plans, and wellness programming.
• Advisory Role: Provides strategic guidance, and data analysis to the Senior Leadership Team and Operations Managers in the interpretation of laws, regulations, standards, and policies to ensure compliance with the Occupational Health & Safety Regulation, Workers Compensation Act and collective agreements.
• Equity, Diversity & Inclusion: Approaches health and safety with anti-discrimination knowledge and a trauma-informed lens to support equity-seeking groups, including Indigenous peoples, Black people, two-spirit, trans, and gender diverse people, people who use drugs and alcohol, people living with mental health issues, and sex workers. Balances between the need to comply with colonial systems and the ability to provide culturally relevant workplace health and safety.
• Mentorship: Guides team members, leaders, safety committee members, first aid attendants and employees in the implementation of health and safety initiatives, policies and practices. Promotes a safety culture throughout the organization through communication, training effective decision making and the promotion of best practices.
• Committee Oversight: Implements, monitors, and maintains functioning Joint Occupational Health and Safety Committees at each worksite; advises committees for compliance.
• Regulatory Management: Acts as representatives with WorkSafeBC Prevention Officers and responds to WorkSafeBC inquiries and inspections reports in consultation with management.
• Violence Prevention: Implements, monitors, and maintains the violence prevention program. Oversees the completion of Violence Risk Assessments, Training, and Critical Incident Reports.
• Safety Management: Conducts inspections, assessments and audits, Ensures appropriate and timely incident reporting, investigations and risk assessments.
• Data & Reporting: Collects health and safety data through reports, site visits, and audits. Monitors and reports on key performance indicators and recommendations to senior leaderships. Stays current on industry trends and practices.
• Training: Develops and coordinates organizational health and safety training for staff and managers on occupational health and safety awareness, policies, procedures, regulatory requirements, and best practices. Identifies and leverages external training resources, including programs offered through the Community Social Services Health and Safety Association (CSSHSA), to support organizational training needs and ensure the organization benefits from established sector resources and best practices.
• Coordinates and promotes available training opportunities such as OHS for Leaders, Join Occupational Health and Safety Committee (JOHSC) training, incident investigation training, and other sector-based safety education programs.
• External Relations: Cultivates positive relations with regulators, and external agencies to achieve safety goals, integrate with other programs, and promotes health and safety. Embodies RainCity’s value models and represents its best interests when interchanging with third parties.
