Position Summary: Chief Level Executives are Health PEI senior executives who report directly to the CEO and are responsible for providing strategic oversight and provincial leadership for a specific division within the PEI health system. These roles involve strategic planning, operational oversight, and collaboration with other executive leaders, Government partners, and various stakeholders to ensure the organization achieves its mission and goals. The Chief Level Executives provide strategic advice, subject matter expertise and system-level support and evidenced based data to the CEO, HPEI Board of Directors, and Government to inform decision-making. They play a critical role in shaping the organization's direction, driving innovation, and ensuring high-quality service delivery and are instrumental in fostering a culture of excellence and continuous improvement across Health PEI. Chief Level Executives are responsible for forming and holding relationships with community representatives, stakeholders, including Atlantic partners, and various levels of Government and Crown Agencies.
Health PEI encompasses acute care facilities, long-term care facilities, patient medical homes, and community based services. The organization employs 7,500+ individuals across various professions with an annual operating budget of over $1.2 billion.
Given the complexity and size of Health PEI, these executive roles require highly experienced leaders who can navigate the challenges of a large, multifaceted provincial and regional healthcare organization. Their expertise is crucial in ensuring the organization continues to deliver exceptional care and services to the community.
Duties and Responsibilities
Strategic Leadership and Alignment: Collaborate extensively with the CEO and other Chief Level Executives to ensure divisional strategies and initiatives are aligned with Health PEI's organizational goals as well as government priorities. By fostering a cohesive leadership team and maintaining strong governmental relations, Chief Level Executives play a pivotal role in driving unified, strategic initiatives that advance Health PEI's mission and enhance its service delivery.
- Participate in strategic meetings and planning sessions e.g. Executive Leadership Team meetings, HPEI/DHW Senior Leadership meetings, HPEI Executive Leadership Strategic Planning sessions.
- Ensure ongoing communication to integrate divisional objectives into the broader mission of the organization. This requires Executives to ensure communication and collaboration across divisions and at the CEO and Government levels.
- Brief the Deputy Minister, Minister, and Premier's Office to ensure alignment with governmental priorities and facilitate informed decision-making at the highest levels.
- Provide evidence-based reports and recommendations to the Board of Directors, facilitating informed decision-making.
- Strategic Planning and Implementation: Develop and implement comprehensive strategic plans for the Division, ensuring alignment with Health PEI's overall organizational strategy and government priorities.
- Integrate divisional plans with broader organizational goals.
- Conduct regular reviews and adjust strategic plans to adapt to changing circumstances and maintain alignment with evolving priorities.
- Work with regional partners including health authorities, hospitals and other provincial and national agencies in the planning and delivery of healthcare.
Operational Oversight: Oversee the day-to-day operations of the Division, ensuring efficiency, compliance, and high-quality service delivery.
- Responsible for ensuring health, life and safety across hundreds of thousands of procedures and healthcare interactions.
- Ensure optimal allocation of Divisional resources (staff, technology, facilities) to meet health service demands.
- Implement performance monitoring systems to track service delivery outcomes and financial performance.
- Foster a culture of continuous improvement, ensuring that operations are responsive to changing healthcare needs across the province.
- Ensure adherence to all regulatory requirements and manage associated organizational risks.
- Provide leadership, coaching, and mentoring to divisional team members.
Strategic and Operational Financial Management: Ensure that operational activities align with the organization's financial goals.
- Work closely with the Finance team to ensure resources are allocated effectively across the division as well as the organization.
- Develop and manage the budget and financial performance of the Division, ensuring fiscal responsibility, sustainability, and alignment.
- Collaborate with the CEO and other Chief Executives to drive financial strategies across the organization.
- Lead and or participate in management plan, budget preparation, and Treasury Board and CCOPP submissions and briefings.
- Undertake program reviews to ensure value for money, continuously evaluate effectiveness, and provide advice on best practices.
Stakeholder Engagement: Build and maintain strong relationships with internal and external stakeholders, including patients, the HPEI Board of Directors, Government, Foundations, staff, community partners, vendors, other health authorities, union partners and media.
- Provide timely and transparent communication, engaging stakeholders in strategic decisions. This can include decisions related to capital planning, program planning, service disruptions, and strategic planning.
- Engage with the media to ensure positive coverage and address any public concerns.
- Act as ambassadors for Health PEI both internally and externally.
