POSITION SUMMARY
The Clinical Informatics Specialist supports the adoption, optimization, and effective use of digital health technologies to enhance service delivery across the regional health system. Working collaboratively with clinical, program, operational, and regional partners, this role provides hands-on coordination, training, change management, and analytical support to ensure digital tools are implemented in ways that improve access, quality, equity and system integration. The position applies a regional lens by aligning local implementation needs with regional and provincial priorities, shared platforms, standards and system wide transformation goals. This role acts as a key liaison between clinical teams, IT partners, system vendors, and leadership to ensure digital solutions improve patient care, support improvement of clinical workflows, enhance user adoption in the region, and align with organizational priorities. Through collaboration with Ontario Health, Ontario Health Teams and health service providers, the digital health coordinator will utilize their knowledge in health care systems to support digital health initiatives.
DUTIES AND RESPONSIBILITIES (not listed in order of priority)
1. Act as a subject matter expert who translated the needs of clinical staff to IT and technical vendors.
2. Lead or participate in the delivery of training programs to ensure high user proficiency and sustained system adoption.
3. Ensure compliance with healthcare regulations and protect patient privacy.
4. Work collaboratively with internal and external stakeholders to ensure that technology enables a safe environment for patients and staff, and to advance the use of IT in supporting clinical quality, efficiency and safety.
5. Support the implementation, adoption, and ongoing enhancement of digital health solutions (e.g., virtual care platforms, electronic medical records, referral systems, client portals, remote monitoring tools).
6. Provide end user support, onboarding assistance, workflow redesign support, and post implementation optimization tailored to service providers and programs.
7. Identify barriers to adoption and work with stakeholders to develop practical, user centred solutions.
8. Act as a liaison between programs, service providers, and regional digital health initiatives to support coordinated implementation and consistent use of technology.
9. Support alignment with regional digital health strategies, standards, interoperability requirements, and privacy/security policies.
10. Participate in regional working groups, committees, and communities of practice related to digital health and service transformation.
11. Contribute to change management activities, including readiness assessments, stakeholder engagement, communications, and training planning.
12. Develop and deliver training materials, job aids, and guidance documents in collaboration with regional and local partners.
13. Support continuous capability-building among staff and service providers to increase digital literacy and confidence.
14. Build and maintain strong working relationships with internal teams, service providers, clinical leaders, IT partners, and regional stakeholders.
15. Translate technical or digital concepts into clear, user friendly language for diverse audiences.
16. Support coordination of pilot projects, demonstrations, and scale up initiatives.
17. Works in compliance with the Occupational Health & Safety Act and the Long Term Care Homes Act, and their regulations in performing duties in a safe manner and follows all County of Simcoe Health & Safety policies, procedures and legislation.
18. Maintain confidentiality in accordance with the Municipal Freedom of Information and Protection of Privacy Act and Personal Health Information Privacy Act.

EDUCATION, TECHNICAL SKILLS AND CERTIFICATION
- A minimum of a bachelor's degree in health informatics, healthcare administration, nursing, or computer science. This job may be considered for educational equivalency in accordance with County Policy.
- Specialized informatics training would be considered an asset.
- Current registration with the Ontario College of Nurses as a Registered Nurse, or another regulated health profession.
- Medical knowledge or a healthcare background with experience working with an Electronic Medical Record system or similar is an asset.
- Ability to develop sustainable collaborative relationships with internal and external stakeholders.
- Demonstrated user-centred and equity-focused approach to service delivery.
- Able to develop, implement, deliver and evaluate programs and services in assigned program area.
- Excellent problem solving and instructional/presentation skills.
- Excellent written and verbal communication, interpersonal and organizational skills.
- A strong interest in the application of technology in the health care environment.
- Various computer software applications skills, presentation software, spreadsheet, and word processing applications.
- Valid G class drivers license and access to reliable vehicle.
- Criminal Records Check with Vulnerable Sector Screening that is less than ninety (90) days old at time of hire.
- As a condition of employment, candidates are required to submit documented results of a TB test as per Public Health requirements.
EXPERIENCE
- Minimum five (5) years’ experience, with program management, leadership and decision-making experience, including a minimum of three (3) years experience working in a client service environment focused on building relationships, coaching, and training.
- Experience in gathering data, analyzing data, preparing and writing reports an asset.
- Experience in clinical healthcare setting such as long-term care, required.
- Ability to coach, mentor and train others utilizing adult learning principles.
- Demonstrated ability to engage with stakeholders to plan, develop, and implement programs and accomplish project goals.
- High comfort level with IT systems and standard office equipment – uses computers, software. applications, databases and automated systems to accomplish work, an asset.
- Strong verbal and written skills to work with multidisciplinary teams and various stakeholders.
- Strong ability to build relationships and rapport.
- High level of professionalism, including confidentiality and tact.
- Flexible and adaptable to changing work demands.
- Attention to detail with an improvement mindset.
- Ability to work within a self-managed environment requiring organizational skills including prioritization.
EFFORT
- Visual and mental effort required when developing programs, reviewing reports, preparing reports, etc.
WORKING CONDITIONS
- Regular office environment.
- Travel to Long Term Care Homes and other sites as required.
- Ability to work remotely if required.
