Position Overview:
Under the general direction of the Analyst/Planner Supervisor, the Customer Service Centre Planner develops accurate, safe,
efficient, and compliant work plans to support timely delivery of utility services and maintenance requirements. The Customer
Service Centre Planner converts approved work into executable job packages by defining scope, work steps, labour, materials,
tools, services, and work protection requirements. The Customer Service Centre Planner coordinates with operations, engineering,
technical services, supply chain, contractors, and field leadership to improve productivity and support safe execution and strong
customer service.

Responsibilities:
Service Coordination
- Clearly document assumptions and exclusions.
- Define labour, materials, equipment, contractor services, overheads, and applicable fees; apply contingencies aligned to risk.
- Create and manage customer/service work orders in SAP to ensure traceability from request through closeout.
- Ensure required approvals, drawings, correspondence, and supporting documentation are complete and traceable.
- Coordinate prerequisites that affect customer commitments and safe execution, including:
- Site access, locates/utility clearances, permitting requirements, traffic management, and work protection/isolation needs.
- Initiate customer notifications and coordinate with internal teams for interruptions or service impacts.
- Perform change impact assessments (cost, schedule, resources) and issue revised quotations with clear rationale.
- Maintain a record of revisions and approvals to support compliance and dispute resolution.
Work Planning & Job Packages
- Validate scope and constructability by reviewing requests, drawings, standards, and site conditions.
- Confirm deliverables, boundaries, identify gaps requiring engineering input.
- Identify hazards and operational constraints that influence work method and cost.
- Develop an executable job package that translates approved work into clear field instructions.
- Create step-by-step work plans, sequencing and required competencies.
- Translate labour hours into an indicative duration (and sequencing assumptions) to support ready-to-schedule planning and
realistic customer or internal target dates.

- Track access/permit status, material lead times, outages/clearances, engineering approvals, structure moves (if applicable)
- Coordinate actions with stakeholders to resolve constraints before schedule commitment.
- Submit change requests if applicable.
Coordination
- Support Planning Meetings with clear, decision-ready information.
- Provide scheduling-ready planning inputs (scope, prerequisites, crew type, material availability, permits, access constraints) to
- Provide scope, cost, and readiness status; highlight risks, constraints, and recommended actions
- Coordinate with Schedulers and Field Leadership to align planned work with priority, capacity, and access windows.
- Validate schedule windows, planned interruptions, and system/operational constraints before commitment.
- Support short-horizon planning by keeping ready work available to protect schedule stability.
- Engage Engineering/Technical Services and Supply Chain to validate quantities and constructability.
- Obtain vendor/contractor quotes where required and confirm lead times and substitution options.
- Resolve design/standards questions early to prevent rework during execution.
- Support forecast updates and change management during execution as actuals and scope evolve.
- Identify recurring issues (materials, access, standards) and drive corrective actions.
Materials, Tools & Services
- Develop a job-specific material list with correct part numbers, quantities, and approved alternates, aligned to standards and
- Include part numbers, quantities, alternates, and special handling or testing requirements.
- Coordinate reservations for special tools, rentals, locates or calibrated test equipment.
- Review customer and contractor service requests and direct the customer/contractor to the right area or service point.
Safety, Compliance & Standards
- Embed safety controls and regulatory requirements into work plans.
- Ensure all plans align with corporate standards, engineering specifications, and applicable codes.
- Support incident prevention and continuous improvement by incorporating field feedback and lessons learned.
- Update standard plans and practices based on post-job reviews, variances, and operational learning.
- Spot inconsistencies and errors in master data and act as primary contributors to the data change request process
Qualifications:
- Completion of a technology diploma in a relevant discipline from an institute of recognized standing;
- Grade 12 plus successful completion of Manitoba Hydro's Power Line Journeyperson, Power Cable Journeyperson or Power
AND
- Minimum of four years of experience in planning and/or directly related field experience.
- Successful completion of PEMAC Work Management Certificate (MMP modules 1 & 6).
- Experience working with energy-sector assets or similar.
- Proficiency with SAP and Microsoft Office (Excel, Outlook, Word).
- Working knowledge of safe work practices for hazardous energy/utility environments (e.g., lockout/isolation, permits, hazard
- Strong communication skills and ability to coordinate across multiple stakeholders and priorities.
- Possess a valid Driver's Licence.
- Critical Infrastructure Protection (CIP) Training is required and must be completed prior to transfer date and renewed annually.
Salary Range
Starting salary will be commensurate with qualifications and experience. The range for the classification is $94,475-$113,936
Annually.
