The Opportunity

Legal Aid BC is seeking a Project Manager (PM) to play a central role in the design and development of the organization’s new strategic framework.

While the position is situated within the Project Management Office, the successful candidate will work closely with the Director of Strategy & Innovation and function as an active member of the strategy team.

The role combines project management with strategic planning and organizational engagement. In addition to leading core project management activities, the successful candidate will actively contribute to shaping Legal Aids BC’s strategic direction by helping design and facilitate consultations, synthesizing insights from diverse stakeholders, supporting strategic decision-making, and translating organizational priorities into actionable implementation plans.

Working closely with senior leadership, the Board, staff, clients, and external partners, the PM will bring together project management, facilitation, strategic thinking and change leadership to guide a complex, organization-wide initiative.

The ideal candidate brings strong project management experience and is equally comfortable facilitating conversations, making sense of diverse perspectives, developing strategic materials, and bringing structure and momentum to complex initiatives. The role is well suited to professionals with experience in strategic planning, organizational transformation, public policy implementation, healthcare or social-sector change initiatives, or cross-functional organizational projects in complex environments.

This position is focused on strategic and organizational initiatives and may particularly appeal to candidates with experience leading complex planning, engagement, or transformation work in public sector, healthcare, justice, or mission-driven environments.

Key accountabilities include, but aren't limited to:

  • Supports the design and development of LABC’s strategic framework by translating organizational priorities into actionable plans and ensuring alignment with key milestones and deliverables
  • Responsible for end-to end management of projects, including making recommendations, determining scope, resources, business cases, project charters, evaluation and reporting.
  • Supports the Chair of the Program Management Governance Committee, including analysis, evaluation, prioritization and recommendations of both existing and new projects.
  • Develops feasibility studies, business cases, systems proposals, project plans, systems specifications and standards; ensures compatibility with existing systems and conformity to user requirements.
  • Define and document project scope, objectives and desired outcome.
  • Manages department staff and staffing requirements including interviewing, hiring, measuring performance, mentoring, and conducting regular performance reviews.
  • Evaluates, plans and establishes staff goals and objectives, and ensures the adequate training and career development of staff.
  • Lead strategic project management and implementation for technology/non-technology projects in support of LABC’s strategic plan and business transformation.

The Ideal Candidate

You have

  • Project Manager Professional (PMP) certification or equivalent
  • 3+ years of demonstrated experience planning and managing successful projects, managing risk, costs, time and project teams, preferably in a service-related industry, non-profit or public sector
  • Experience managing complex information technology platforms and integrations and leading software teams
  • Familiarity with MS Project, enterprise project management tools or equivalent
  • Knowledge of Gender-Based Analysis Plus (GBA+) initiative/approach.
  • Demonstrated ability to effectively manage corporate and cultural change in the development and implementation of new technology related programs, products and services
  • Knowledge of financial and resource management principles and processes related to the work
  • Considerable project management skills, business analysis skills and the demonstrated ability to manage multiple projects simultaneously
  • Ability to prepare business cases and project charters, complete risk analysis, measure performance, manage teams, prepare and monitor budgets, prepare reports and correspondence
  • Strong analytical and problem-solving skills
  • Exceptional leadership skills with proven ability to lead, mentor and inspire a team while working towards a common goal
  • Ability to establish and maintain effective working relationships with internal and external contacts and to work within a multi-disciplinary team environment
  • Demonstrated ability to consult strategically with leaders on related topics
  • Proven ability to develop effective relationships and act on both strategic and tactical levels
  • Display decisiveness, resiliency and perseverance towards accomplishing goals
  • Excellent organizational skills and attention to detail
  • Skilled communicator, verbally and in writing, who is open and honest and prepared to express views and willing to accept and commit to change
  • Strong interpersonal and facilitation skills
  • Broad knowledge of the justice system or related social services
  • Genuine interest in our mandate
