Our Talent Management Department is seeking a Performance Management Specialist to join their team!

What You Will Do

The Performance Management Specialist is responsible for supporting the design, implementation, and continuous improvement of a scalable, fair, and compliant performance management program across the TTC. As the organization’s subject matter expert, the role translates strategic objectives into practical, user friendly tools and processes that enable leaders and employees to effectively manage and enhance performance.

This role ensures that performance management practices are consistent, data-driven, and aligned with organizational priorities, while also meeting legal requirements. By leveraging strong analytical, process design, and business analysis capabilities, the Specialist develops end to-end talent management processes, standard operating procedures, and reporting mechanisms that support informed decision-making and continuous improvement.

Supporting a major organizational transformation, the incumbent plays a key role in embedding the performance management program across all business units. Working collaboratively with Compensation, People & Culture Business Partners, Employee Learning & Development, and Senior Leadership, the Specialist fosters a culture where performance management drives individual growth, strengthens organizational capability, and delivers measurable business outcomes.

The incumbent will also demonstrate behaviours that support diversity, inclusion, and a respectful workplace and service environment free from discrimination and harassment; helps remove barriers and accommodate employees and customers in accordance with TTC’s obligations under the Ontario Human Rights Code (OHRC), the Accessibility for Ontarians with Disabilities Act (AODA), and TTC policies.

What Qualifications Do You Bring?

  • Completion of a University degree or College diploma in Business, Public Administration, or a related field, or an equivalent combination of education, training, and experience.
  • Substantial experience designing, implementing, and managing performance management frameworks in large, complex organizations including rating methodologies, calibration practices, and performance cycles within unionized or regulated environments.
  • Proven ability to design, document, and optimize end-to-end Talent management processes using structured methodologies (e.g., Lean, Six Sigma), including development of professional-quality process maps and standard operating procedures (SOPs)
  • Experience developing tools, training, and guidance to support managers in conducting effective performance conversations and consistently applying performance management frameworks.
  • Ability to follow established policies and standards, maintain confidentiality, and ensure accuracy of documentation and data used for reporting and decision-making.
  • Strong experience translating business requirements into practical process solutions, including requirements gathering, stakeholder analysis, gap analysis, and solution design
  • Advanced analytical capability with experience interpreting HR and performance datasets, identifying trends, and developing clear, actionable management reports and dashboards; proficiency with HRIS platforms (e.g., SAP SuccessFactors, Workday, Oracle HCM) and reporting tools (e.g., Power BI)
  • Working knowledge of succession planning, talent review processes, and talent data management, with the ability to generate insights on pipeline strength, readiness, and diversity of talent
  • Strong interpersonal skills with the ability to collaborate and build credibility across HR, leadership, and executive leadership; proven ability to influence decision-making and provide expert advice on performance-related matters
