Our Engineering, Environment, and Facilities department is dedicated to designing, building, and maintaining civic spaces that inspire connection, support business growth, and ensure long-term sustainability.

We are currently seeking a Manager of Property Services to join our team. This is a brand-new, high-impact leadership position created to oversee the strategic development and operational management of our civic properties, leases, and facility master plans. What is the Opportunity?

Reporting directly to the Director of Engineering, Environment and Facilities, the Manager of Property Services is an entirely new role designed to take corporate ownership of property management, leasing, and land development. This position serves as the principal point of contact between the City of Leduc and our diverse commercial and non-profit tenants, holding final authority for negotiating and securing our lease strategies.

We are specifically looking for a leader who brings exceptional strength in at least one of our two primary pillars: complex lease negotiation or facility space management (long-term master planning), combined with the professional agility to quickly learn and absorb the other. Whether you are driving a multimillion-dollar land acquisition, collaborating with legal teams on real estate contracts, or modeling space retrofits to optimize administrative footprints, your work will directly protect the City’s reputation, capital investments, and long-term financial health.

What will you do?

In this vital leadership role, you will lead a dedicated team and manage a $3,000,000 annual budget. Key responsibilities include:

  • Execute the City of Leduc Lease Strategy, overseeing all leased spaces, proposal evaluations, and complex lease negotiations while acting as the prime point of contact for tenant relations and dispute resolution.

  • Drive the creation and execution of the long-term Facility Master Plan, procuring and managing consultant teams while gathering space requirements from across all municipal departments.

  • Manage City-owned land parcels, leading the procurement, assessment, and disposal of real estate, easements, and working spaces in direct collaboration with legal services.

  • Oversee corporate administrative space management, budgeting and coordinating the purchase of furniture, fixtures, and equipment (FF&E) for both existing facilities and new constructions.

  • Administer third-party operational service contracts, including custodial services, access management systems, and facility upkeep in coordination with Facility Services.

  • Steward the City’s facility utilities portfolio, managing all municipal energy contracts, utility billings, and the reporting of facility energy usage.

  • Advance building efficiency and sustainability goals, sourcing grant opportunities and developing energy efficiency plans that align directly with the City's Greenhouse Gas (GHG) Reduction Plan.

  • Provide professional leadership to your unit, coaching and mentoring the Municipal Energy Project Manager and the Facility and Property Management Coordinator while authoring comprehensive reports for senior leadership and Council.

Who you are?

You are a proactive, forward-thinking "systems thinker" who can manage complex community relationships and navigate competing, urgent demands with high political acumen. You bring:

  • A technical diploma or degree in Business Administration, Facility Management, Property Management, or a related field.

  • A minimum of five (5) years of experience in property and facility management, with specific, proven expertise in lease creation and negotiation, contract procurement, space planning, and asset management.

  • A baseline strength in either advanced commercial lease negotiations or long-term facilities master planning, with a strong professional capacity and desire to learn the secondary discipline.

  • At least two (2) years of direct experience managing, supervising, and coaching professional full-time staff.

  • Advanced communication, mediation, and report-writing skills, with the ability to confidently present complex data, budgets, and recommendations to Council and executive committees.

  • Strong financial management capabilities, with a history of maintaining strict expenditure controls over multi-million-dollar capital and operating budgets.

  • Proficiency using Microsoft Office programs (Word, Excel, PowerPoint) and a strong interest in learning specialized Facilities Asset Management Software.

A certification as a Certified Facility Manager (CFM) or eligibility for certification with the International Facilities Management Association (IFMA) would be considered a significant asset.
