ROLE
The Health & Safety Manager, Infrastructure – CORE is responsible for leading the development, implementation, and continuous improvement of SMJV’s Safety Management System (SMS) across infrastructure operations and projects.

As part of the CORE (Corporate HSE) team, this role ensures safety systems, compliance programs, and digital tools are standardized, audit-ready, and effectively implemented across the organization. This position supports Project Health & Safety Managers, Health & Safety Leads, Advisors, and administrative staff, fostering an aligned, cohesive approach to safety across all SMJV projects.

This position bridges corporate expectations with field execution, with a focus on simplifying safety, strengthening fundamentals, and driving consistent application of STCKY and Never Harm Actions through verification and accountability.

KEY RESPONSIBILITIES
  • Strategic Safety Leadership:
    • Contribute to and support the execution of SMJV’s safety strategy and objectives.
    • Drive continuous improvement initiatives focused on practical, field-level outcomes.
  • Safety Program Development and Oversight:
    • Lead implementation and continuous improvement of the Safety Management System.
    • Develop, standardize, and maintain core safety procedures and documentation.
    • Review and support development of project safety documentation (e.g., SSSPs, plans, procedures) to ensure alignment with SMJV, client, and regulatory requirements.
    • Helps establish annual safety targets and monitors progress through data-driven insights from leading and lagging indicators.
  • Incident Management and Risk Mitigation:
    • Lead and support high-potential and high-severity investigations using TapRooT methodology (SnapCharT®, causal analysis, corrective actions).
    • Supports the risk assessment process such as project hazard assessments and corporate risk registry.
    • Leverages incident data and industry trends to proactively identify and mitigate potential risks.
  • Digital Systems & Integration
    • Support the rollout and alignment of HSE digital systems, including Origami (EHS platform) and other safety tools.
    • Ensure forms and workflows are practical, simple, and aligned with field execution.
    • Maintain oversight of data quality and reporting across projects to support decision-making.
  • Coaching, Mentorship, and Training:
    • Mentors safety personnel across multiple projects, building a cohesive and knowledgeable safety team.
    • Works with the Learning and Development Team to provide guidance on the development of safety training programs.
  • Stakeholder Engagement and Communication:
    • Ensure timely communication and reporting to Senior Leaders, Infrastructure Operations, and Project Teams.
    • Liaises with key client representatives, regulatory bodies, and industry stakeholders to ensure alignment with safety expectations.
    • Actively participates in industry committees, events, and conferences to represent SMJV and stay current with best practices.
  • Continuous Improvement and Reporting:
    • Identifies strategic initiatives aimed at improving the safety management system such procedure reviews and improvements, technology utilization, corrective action review and implementation and operational processes.
    • Helps prepare high-level safety performance reports, for the senior leadership on trends, insights, and areas for action.
  • Regulatory Compliance and Auditing:
    • Ensures compliance with all applicable provincial, federal, industry-specific and project safety standards.
    • Supports regular audits and inspections, facilitating any necessary adjustments to maintain compliance.
  • Field and Site Support:
    • Maintain a visible field presence to verify implementation of safety systems and standards.
    • Provide guidance on site-specific safety plans and execution.
    • Support infrastructure operations (shops, yards) in meeting SMJV standards.
    • Support development and maintenance of emergency response plans and preparedness requirement.

Note: In addition to these duties personnel are required to carry out such other duties as may be reasonably required in order to support the objectives of the company.

POSITION REQUIREMENTS
Qualifications
  • Canadian Registered Safety Professional (CRSP) designation.
Experience
  • 10+ years of experience in a safety related position in the oil & gas construction industry, including
  • 7+ years of experience in a safety management role in a related industry (i.e., pipeline construction, facility construction).
  • Minimum of 5 years working experience in a managerial role.
Skills and Knowledge
  • Deep understanding of Occupational Health & Safety Acts, Regulations, and Codes (Alberta, British Columbia, and Federal).
  • Proven ability to lead multi-disciplinary teams and manage complex, high-stress situations with professionalism.
  • Operates in alignment with the SMJV Core Values (Never Harm, Trust, Integrity, Assured Delivery).
  • Operates with a high degree of emotional intelligence, fostering trust, integrity, and a culture of empathy within team environments.
  • Strong communication skills, with the ability to confidently represent the organization in various stakeholder settings.
  • Ability to effectively communicate in large crowd settings.
  • Demonstrated proficiency in effectively managing incidents and near-miss events.
  • Strong working knowledge of TapRooT investigation methodology.
  • Strong analytical and data-driven decision-making skills, with the capability to identify trends and devise solutions to mitigate risks.
  • Proficient in creating clear, concise reports and procedures.
  • Intermediate knowledge of MS Office Suite (Word, Excel, Outlook, PowerPoint).

WORKING CONDITIONS
This position is based in SMJV’s facilities office in Spruce Grove, with frequent travel required to project sites across North America. Flexibility is essential, as travel will vary based on project demands, averaging at least one week per month to visibly support field operations and ensure adherence to SMJV safety standards.

REPORTING RELATIONSHIPS
The Health & Safety Manager, Infrastructure reports to the Director of Health, Safety and Environment.
