About the Opportunity
Our public sector client has a requirement for a Senior Program Administrator / Product Lead to support a complex defence data environment. The successful consultant will provide senior level program coordination, product leadership and administrative oversight across multiple technical workstreams involving data engineering, cloud data warehousing and advanced analytics.
The role will focus on defining and coordinating product vision, managing priorities across multiple streams, supporting senior stakeholders and overseeing risk, quality and change management activities.
Duties include but are not limited to:
Work with senior leadership and defence stakeholders to define and communicate strategic product vision and long-term roadmaps
Translate operational and business requirements into prioritized work plans and product deliverables
Provide direction and coordination across cross functional teams including product managers, data engineers and data analysts
Facilitate Agile delivery activities, continuous feedback processes and the resolution of operational impediments
Engage with senior stakeholders to gather requirements, manage expectations and provide reporting on progress, scope, risks and costs
Act as a primary point of contact for competing priorities across multiple concurrent data initiatives
Administer Azure DevOps Boards, including user stories, epics, features and test plans
Develop progress reports and dashboards to monitor sprint performance, defects, risks and overall delivery status
Identify and mitigate risks related to cloud data architecture, data ingestion, security requirements and program dependencies
Participate in product testing and validation to confirm that deliverables meet defined acceptance criteria
Develop and execute change management, communications and user onboarding activities to support adoption of new data products
About You
The successful candidate will have the following:
A valid Project Management Professional, PMP, certification from the Project Management Institute
A Master’s degree in Business Administration, Public Administration, Management, Managerial Economics, or a closely related graduate business or management discipline from a recognized Canadian university
An active advanced Agile Product Owner certification, specifically one of the following:
Advanced Certified Scrum Product Owner, A CSPO
Certified Scrum Professional Product Owner, CSP PO
Professional Scrum Product Owner II or III, PSPO II or III
SAFe Product Owner / Product Manager, POPM
A minimum of five years of continuous experience within the past eight years working as a Senior Product Owner or Agile Delivery Lead
Experience managing a cross functional defence data team that includes both Data Engineers and Business Intelligence Analysts
Demonstrated Government of Canada experience within National Defence or a National Security or Intelligence environment
Experience managing project dependencies and feature releases across multiple concurrent lines of effort
Experience working with products at the Protected A level or higher
Direct experience working within an enterprise Azure DevOps, ADO, environment
Advanced English oral, written and comprehension skills
A valid Government of Canada Secret security clearance is required for the assignment

Work Environment: Primarily remote. The consultant must reside within the NCR and be available to attend occasional classified briefings at National Defence Headquarters in Ottawa
